How to apply
Low and middle-value tenders
If you are interested in one of the low and middle-value tenders, you may express your interest by sending your contact details:
- business name,
- postal address,
- contact person,
- e-mail address
to the contact e-mail address specified for each tender. Please write the title or subject of the tender in which you are interested in the "subject" of your e-mail.
Once the deadline for inscription (expression of interest) is closed, you will be added to the list of economic operators to which the invitation to tender with information on how to submit a tender will be sent.
If you are interested in one of the high-value tenders, please follow the Official Journal of the European Union where the contract notice will be published. Information on how to submit a tender will be published in a contract notice when the tender is launched.

The European External Action Service (EEAS) including the EU Delegations are subject to the provisions of the Financial Regulation applicable to the general budget of the EU and the EU directives relating to the coordination of procedures for the award of public contracts.
Contracts for the purchase of goods, services and works above EUR 1.000 are subject to a call for tenders. Depending on the estimated contract value, there are the following categories of contracts:
- Very low-value contracts: works, services and supplies contracts between EUR 1.000,01 and EUR 15.000;
- Low-value contracts: works, services and supplies contracts between EUR 15.000,01 and EUR 60.000;
- Middle-value contracts: services, supplies and works contracts higher than EUR 60.000,01 and below EUR 140.000 for services and supplies or below EUR 5.382.000 for works;
- High-value contracts: for service and supply contracts from EUR 140.000 and works contracts from EUR 5.382.000.
Low and middle-value calls for tenders are subject to ex-ante publicity on the EEAS or EU Delegations websites.
Please note that only the tenders received by the economic operators directly invited to tender by the EEAS or the EU Delegation (those which received the invitation to tender by e-mail, post or courier) will be evaluated.
High-value calls for tenders have to be published in the Official Journal of the European Union. Information on how to submit a tender will be published in a contract notice when the tender is launched.
