Purpose and scope
The European Union (the Seller) is selling its
premises used as office of its EU Delegation in Haiti and inviting individuals or entities interested in buying this property (the Bidder) to submit an offer.
The property
The property is an office building of 1081 m² and an annexe of 196 m² on a 3250 m² plot of land situated at 19, rue Borno, Pétion-Ville.
Brief description:
Private property, secure, entirely enclosed by an imposing fence with an access opening at the front, on Main Street.
The main commercial building is constructed from repurposed shipping containers, creating a modular and environmentally friendly structure. A secondary reinforced concrete building offers the possibility of vertical expansion. A third building at the entrance, also constructed of reinforced concrete, does not allow for expansion. The complex also includes a parking area, a green space, and a pergola.
Site visits
The property can be visited during working days from 8 am to 3 pm upon confirmation of appointment by the Delegation. The email address to request an appointment is delegation-haiti-hoa@eeas.europa.eu.
Visits are limited to 2 (two) persons per Bidder. Visitors must present their ID card and provide their contact details for security reasons.
Submission of offers
You must submit your offer exclusively by electronic mail to delegation-haiti-hoa@eeas.europa.eu. The offer must be received no later than April 30 at 3.30 pm local time.
The offer must be submitted in English and use the template provided in annexe called Financial Offer. The offer must be submitted duly signed and dated by the Bidder.
It must be perfectly legible to avoid any misunderstanding on text or figures.
The offer must mention the name of the Bidder (individual or entity). If the Bidder is a natural person (individual), the offer must include a copy of his valid ID or passport. If the Bidder is a moral person (entity), the offer must enclose:

a copy of the valid ID or passport of the persons authorised to represent the Bidder, and
-
a legible copy of the notice of appointment of the persons authorised to represent the Bidder in dealings with third parties and in legal proceedings.
Financial data of the offer must be expressed in EUR. For References to amounts originally expressed in a different currency, the conversion to EUR shall be made in accordance with the InforEuro exchange rate of the month and year corresponding to the deadline for submitting offers.
The Seller reserves the right to negotiate the final price with the first two highest bidders.
All costs incurred for the preparation and submission of the offer and costs related to the sales transaction (such as transfer costs and real estate agency commission, if the offer is submitted a through a real estate agency) are to be borne by the Bidder and will not be reimbursed. The offer submitted should exclude such costs.
The offer must be valid for 6 months from the closing date of submission of the offers. Offers may be altered or withdrawn by written notification prior to the deadline for the submission of offers. No offer may be altered after this deadline.
This Notice is in no way binding on the Seller. The Seller's contractual obligation commences only when a sales contract with the successful Bidder is signed by both parties.
The European Union will at its sole discretion award the sale to the highest offer. The European Union reserves the right to not award or to withdraw the sale at any time without Bidders being entitled to claim any compensation.
