As the project enters its intensive delivery phase, the consortium is seeking an experienced and operationally focused Team Leader to drive the coordinated implementation of the project in Sarajevo, Bosnia and Herzegovina.

Consortium

The consortium, under the leadership of the Center for International Legal Cooperation (The Netherlands), further consisting of the German Foundation for International Legal Cooperation (Germany), CIVIPOL (France), FIIAPP (Spain) and CPMA (Lithuania), has started the implementation of the EU Grant Contract “EUPA4BiH – European Union Police Assistance for Bosnia and Herzegovina” on 2 September 2024.

The project

The global objective of this project is to improve the security of citizens in Bosnia and Herzegovina.

The specific objectives of the project are as follows:

  • To enhance the effectiveness of institutions involved in the fight against transnational organised crime, corruption, drugs, money laundering, cybercrime, trafficking of human beings, terrorism, radicalisation, violent extremism, corruption and ensure better institutional interoperability,
  • To further improve the collection and data exchange, and data protection according to the EU applicable standards and best practices,
  • To improve governance standards to embed stability and progress towards EU membership, better identify and responds to threats and strengthen capacities to prevent and fight crimes.

The project started on 2 September 2024, and the contract’s implementation period is 52 months from this date.

The project consists of 10 components, each has various outputs:

  • Component 1: Fight against transnational organised/serious crime, Trafficking of Human Beings (THB), drugs, corruption and cybercrime
  • Component 2: Prevention and Countering terrorism and violent extremism
  • Component 3: Prevention and Countering Financial crime, Money Laundering
  • Component 4: Support the enhancement of effective cooperation among law enforcement bodies and with prosecutors and judges
  • Component 5: Enhancing external cooperation and coordination, information exchange, as well as international cooperation and coordination with EUROPOL and Interpol
  • Component 6: Support for drafting legislation in line with EU acquis, European standards and best practices
  • Component 7: Support to the criminal justice authorities in demonstrating progress towards establishing a track record of proactive investigations, confirmed indictments, prosecutions and final convictions against organised crime and corruption, including at high-level
  • Component 8: Enhance border security and fight cross-border organised crime
  • Component 9: Complementary assistance to procure required equipment to support better use of Special Investigative measures (SIMs), effective investigations, forensic capacities and specialised IT equipment to enhance the LEAs’ capacity and further strengthen data security and exchange.
  • Component 10: Communication and outreach to BiH citizens / EU Visibility

Team Leader

The Team Leader will be responsible for the strategic oversight and implementation of the project, ensuring its successful execution in alignment with the EU integration priorities of Bosnia and Herzegovina (BiH). The Team Leader (TL) will coordinate and manage a multidisciplinary team of 17 international and national experts and support staff to ensure the achievement of the project’s objectives. The TL will be based in Sarajevo, BiH, and will work on a full-time basis, and will report through the Project Director of CILC to the EUD and project consortium. The TL will work closely with four international long-term experts overseeing project clusters, and will collaborate with medium-term and short-term experts in specialized fields such as cybercrime, legislative drafting, data protection, etc. Furthermore, the TL will oversee the work of two experts dedicated to procurement and outreach & visibility.

Qualifications and skills

  • At least 15 years of professional experience, with a substantial portion in senior project management, team leadership or coordination roles in international programmes. Demonstrated experience managing large, interdisciplinary and multicultural teams of experts in complex multi-stakeholder environments is essential.
  • Extensive experience in international project management, with a proven ability to manage and coordinate multi-component EU-funded projects or equivalent international programmes from operational planning through to delivery and reporting. Experience as Team Leader or equivalent senior management role in at least one project of comparable scale and complexity is required.
  • Strong understanding of consortium management and multi-partner coordination, including the ability to work effectively within a consortium structure, maintain alignment across partner organisations, and ensure coherent delivery toward shared objectives.
  • Demonstrated ability to manage projects in politically sensitive and institutionally complex environments, with experience maintaining professional and constructive relationships across multiple institutional actors at different levels of government and across different national contexts.
  • Familiarity with the thematic areas of the project, such as organised crime, countering terrorism, financial crime, cybercrime or border management, to understand the operating context, provide strategic direction, and communicate effectively with beneficiaries and institutional stakeholders.
  • Proficiency in English.
  • Excellent leadership, coordination and communication skills, with demonstrated experience managing interdisciplinary and multicultural teams, fostering team cohesion across different professional backgrounds, nationalities and working cultures, and maintaining a constructive and collaborative team environment.
  • Experience in external relationship management with EU institutions, government bodies and high-level institutional stakeholders, with the ability to represent the project credibly and navigate politically sensitive contexts with professionalism and discretion.
  • Proven ability to manage the full operational cycle of a complex project, including activity planning and sequencing, resource allocation and utilisation, budget oversight, risk management, and compliance with EU reporting and administrative requirements.

  • Excellent reporting skills.
  • Demonstrated ability to manage and motivate a large interdisciplinary and multicultural team of long-term, mid-term and short-term experts across multiple thematic clusters, ensuring effective collaboration, workload distribution and quality of output across all components.
  • Strong capacity for activity and resource planning across a multi-component project, with the ability to identify competing priorities, coordinate non-financial resources within the project, and ensure that implementation targets and quality standards are met across all clusters simultaneously.
  • Ability to work effectively in the complex political and institutional environment of BiH, maintaining relationships with a wide range of stakeholders at different levels of government and across different entities, and managing the sensitivities and dynamics of this context with care and strategic awareness.

Additional advantages

  • Professional experience working in or directly with the security, justice or law enforcement sector, whether through project work, advisory roles, policy or institutional engagement, is considered a significant advantage.
  • Previous experience in the Western Balkans region, particularly BiH, with familiarity with the institutional and political context of the security and justice sector, is considered an advantage.
  • Prior experience working with EU Member States’ police forces, ministries or law enforcement agencies is considered an advantage.
  • Fluency in local languages of BiH (Bosnian/Serbian/Croatian) is considered an advantage.

Key responsibilities

  • Lead and manage the day-to-day implementation of project activities across all clusters, ensuring coordinated and timely delivery in line with the work plan, agreed timelines, quality standards and the project’s EU integration objectives.
  • Manage and provide operational leadership to an interdisciplinary and multicultural team of international and national long-term, mid-term and short-term experts and project support staff, ensuring effective resource planning and utilisation, clear accountability, and a collaborative team environment.
  • Drive operational and cross-cluster planning, ensuring activities are well-sequenced, (non-financial) resources are deployed efficiently and delivery risks are identified and mitigated proactively. Establish and maintain regular internal coordination mechanisms including structured team meetings, planning reviews and clear reporting routines.
  • Act as the primary external representative of the project toward the EUD, government bodies, beneficiary institutions and other relevant stakeholders, managing these relationships with professionalism and strategic awareness of the political and institutional sensitivities of the BiH context.
  • Ensure the successful implementation of all project components, working closely with the administration and procurement team and maintaining full compliance with EU and consortium procedural requirements at all times.
  • Oversee project performance, reporting and financial management, ensuring compliance with EU and consortium reporting requirements, maintaining a clear and current overview of progress against the work plan, and providing timely and accurate reports to the CILC Project Director and the EUD.
  • Identify, assess and mitigate risks related to project execution, including operational, political, institutional and reputational risks, and ensure that the CILC Project Director and the consortium are kept informed of any developments that could affect implementation.
  • Prepare periodic progress reports to the EUD and other stakeholders, ensuring accuracy, timeliness and compliance with agreed formats and requirements.
  • Establish and maintain effective internal coordination mechanisms for all international and national experts, ensuring regular structured communication, shared awareness of priorities and progress, and a coherent approach to delivery across all clusters and components.
