EUROCONTROL hosts Chair of the EUMC to advance Civil-Military Cooperation and defence readiness

Meeting takes place against the backdrop of evolving security challenges and efforts to harmonise civil and military airspace operations. 

EUROCONTROL today welcomed General Seán Clancy, Chair of the EU Military Committee (EUMC), for discussions on Civil-Military (CIVMIL) Cooperation, Military Mobility, and the Preparedness Union Strategy - key elements of Europe’s Defence Readiness Roadmap 2030 (READINESS 2030).

Against the backdrop of evolving security challenges, EUROCONTROL is intensifying efforts to harmonise civil and military airspace operations, ensuring safety, efficiency, and resilience. Director General Raul Medina Caballero and Major General Karsten Stoye, Head of Civil-Military Cooperation, highlighted EUROCONTROL’s role in supporting seamless airspace integration through innovative tools and strategic partnerships.

Key focus areas included

  • Civil-Military Cooperation (CIVMIL): Tools like LARA (for dynamic airspace management) and CIMACT (for real-time coordination) enhance Flexible Use of Airspace (FUA), while Sherlock GRID mitigates GNSS interference risks.
  • Military Mobility: A cornerstone of READINESS 2030, this initiative aims to enable rapid cross-border military deployments within 3 days, streamlining customs, diplomatic clearances, and airspace deconfliction in collaboration with NATO and the European Defence Agency (EDA).
  • Preparedness Union & READINESS 2030: EUROCONTROL is contributing to flagship projects such as the European Air Shield and Eastern Flank Watch, reinforcing air and missile defence while supporting the European Space Shield for sovereign space resilience.

Unified airspace

General Clancy’s visit underscores the strategic alignment between EUROCONTROL, the EU, and NATO in building a unified, adaptive airspace. In an era of increased military activity and emerging threats, civil-military cooperation is not optional—it’s essential,” said Raúl Medina, Director General of EUROCONTROL. “Our collective efforts ensure that Europe’s skies remain secure, efficient, and ready for future challenges.”

By 2030, Europe’s airspace is expected to handle up to 50 000 flights per day, making CIVMIL collaboration and Military Mobility critical to maintaining operational excellence.
