Croatian Central Finance and Contracting Agency (CFCA) is seeking to contract:

  1. Resident Twinning Advisor (RTA) Assistant (1 person)

     

for the European Union funded Twinning project “Further support to Indirect Taxation Authority of Bosnia and Herzegovina.” 

The project is implemented by the consortium of Croatian and Slovenian institutions and the final beneficiary of the project is the Indirect Taxation Authority of Bosnia and Hercegovina (ITA BiH). The project focuses on strengthening of administrative capacities of the ITA of Bosnia and Herzegovina, particularly in the areas of customs procedures, VAT and excise duties administration, risk management and data exchange.

The fixed-term service contract is expected to cover the period from 1 September 2026 to 29 February 2028, subject to the official start date of the project. The full-time role shall be performed at the premises of the Indirect Taxation Authority of Bosnia and Hercegovina in Banja Luka. The person must be an Bosnian and Herzegovinian national or have valid residence and work permits to work in the Bosnia and Herzegovina. The maximum gross monthly salary offered is 2.000,00 EUR (non-negotiable). 

 

The selected person will be a self-employed independent consultant under a Service Contract and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force in the Bosnia and Herzegovina including those related to medical and social insurance. The selected person shall not have been in contractual relation with Bosnia and Herzegovina public sector during at least six (6) months preceding their hiring.

 

RTA ASSISTANT (1 person)

REQUIREMENTS:

  • University degree, preferably in English; 
  • Full professional fluency in English (spoken and written);
  • Native or equivalent proficiency in Bosnian/Croatian/Serbian (spoken and written); 
  • Computer literacy (MS Office, Internet, email etc.); 
  • Flexibility to work independently and as a part of a team; 
  • Excellent organizational, inter-personal and communication skills; 
  • Understanding of financial management; 
  • Strong drafting and reporting skills. 

 

ASSETS:

  • Experience in EU funded projects, especially in Twinning projects; 

  • Previous experience of working in an international environment; 

  • Knowledge of Bosnia and Herzegovina public sector and/or Bosnia and Herzegovina system in the area of the project; 

  • Experience in translation and/or interpretation from Bosnian/Croatian/Serbian into English and vice versa;

  • Experience in translation and/or interpretation of customs/tax-related or legal documents;

  • Knowledge of Croatian (and/or Slovenian) language.

TASKS / JOB DESCRIPTION:

  • Providing day-to-day administrative and coordination support to the RTA; 

  • Providing interpretation services for the RTA and for short-term experts; 

  • Providing translation of relevant project-related written material from Bosnian/Croatian/Serbian to English and vice versa;

  • Assisting visiting short-term experts, Project Leader, Junior Project Leader and Component Leaders when needed; 

  • Providing general management support, including office management and correspondence; 

  • Assisting in project co-ordination and project management; 

  • Assisting in writing and editing project documents and financial tables; 

  • Developing and maintaining close working contacts and relationships with Beneficiary Country officials and staff, EUD as well as Croatian and Slovenian partner institutions; 

  • Assisting in organization of meetings, seminars and workshops; 

  • Preparing meeting agendas, writing and editing minutes of meetings; 

  • Assisting in the organization of visibility events, preparation of the needed documents and promotional materials; writing information about the project for general public or targeted stakeholders; 

  • Supporting the organisation of study visits to Croatia and Slovenia, including logistical arrangements and, where necessary, accompanying and assisting participants; 

  • Arranging travel and booking accommodation; 

  • Perform other tasks as assigned by the RTA.
