27th Military Decision Making Process (MDMP) Module for Ukrainian Service Members Concludes in Cartagena, Spain

This initiative was organized under the framework of the European Union Military Assistance Mission in support of Ukraine (EUMAM UA) at the request of the Ukrainian Armed Forces. The core objectives of the training included deepening the understanding of tactical-level operational planning methods, integrating different combat functions, and improving the capability to establish effective operational planning groups.

A Two-Phase Approach to Tactical Training

To ensure comprehensive learning, the curriculum was structured into two distinct phases. The first part was theoretical, focused on providing the officers with the necessary foundational knowledge regarding military planning methodologies. This was followed by a practical phase, where participants applied these concepts through various offensive and defensive exercises at the Tactical Group and Battalion level. Designed by EIMGAF’s Amphibious Warfare Department, the module was adapted from the Amphibious Tactics Course for Marine Corps Officers, prioritizing instruction on the "Operational Process and Planning Method."

Enhancing Operational Readiness on the Ground

Beyond technical proficiency in operational design, the practical training emphasized the acquisition of key competencies required for conducting real-world operations on the ground. Through this specialized training, the Ukrainian military personnel have enhanced their decision-making readiness, facilitating both tactical execution and direct operational advisory support to Command.

EUMAM UA, support for Ukraine

The EU Military Assistance Mission in support of Ukraine (EUMAM Ukraine) is aimed at strengthening the capacity of the Ukrainian Armed Forces to defend Ukraine’s territorial integrity within its internationally recognised borders and to deter and respond to possible future military offensives by Russia and other potential aggressors. EUMAM works closely together with all other like-minded international partners to provide training support to the Ukrainian Armed Forces. EUMAM is open to the participation of third states. All mission activities are located on EU soil. So far, 24 EU Member States have offered training modules and personnel. The training is supported by the provision of equipment for lethal and non-lethal purposes to the Ukrainian Armed Forces. This equipment is provided by Member States and funded by the European Peace Facility.

Spain remains committed to the European Union Military Assistance Mission to Ukraine (EUMAM UA). In Spain, training activities are led by the Toledo Training Coordination Centre (TTCC). Coordination takes place with different international structures, within the European Union and within the framework of multinational agreements.

Since the beginning of this European mission, Spain has expanded the range of courses, which are now taught at facilities and units belonging to the Ministry of Defence, the Army, the Navy and the Civil Guard in various locations throughout Spain.
