Job Announcement for assistant to Resident Twinning Advisor (RTA) 

European Union Twinning Project 

“Further strengthening of the Statistical System in Bosnia and Herzegovina (BA 22 IPA ST 01 26 R)”

A Resident Twinning Adviser’s Assistant is sought for the above-mentioned twinning project. The project is implemented by Statistics Finland, French National Institute of Statistics and Economic Studies (Insee), Italian National Institute of Statistics (Istat), Agency for Statistics of Bosnia and Herzegovina (BHAS), Institute for Statistics of the Federation of Bosnia and Herzegovina (FIS) and Institute for Statistics of Republika Srpska (RSIS).

 

Position: full-time Resident Twinning Advisers Assistant (RTA-A)

Duration: up to 18 months

Starting Date for Employment (Indicative): October 2026

Place of Employment: Sarajevo, Bosnia and Herzegovina

Gross monthly salary: up to 2000,00 EUR depending on qualifications

 

NECESSARY QUALIFICATIONS

Requirements:

  • Successfully accomplished higher education, preferably in fields related to the Twinning Project.
  • Experience as a Personal Assistant/Office Manager with strong administrative and personnel management skills.
  • Native speaker of one of the official languages of Bosnia and Herzegovina.
  • Excellent command of written and spoken English.
  • Experience in project implementation and project management, preferably in an international environment or the public administration sector.
  • Strong organisational and administrative skills, with the ability to take initiative and adapt to rapidly changing circumstances.
  • Strong drafting, report-writing and analytical skills in English, acquired through academic studies and/or professional experience.
  • Advanced computer skills, including proficiency in Microsoft Office applications.
  • Ability to meet deadlines and perform effectively under pressure, with flexibility and a commitment to achieving results as part of an international team.
  • Sound judgement and a proactive problem-solving approach, with the ability to work independently or under limited supervision.
  • Demonstrated reliability and adaptability in demanding situations.
  • Willingness and ability to travel within the country and internationally.
  • Commitment to maintaining high ethical standards and acting in a non-discriminatory manner at all times.
  • Respecting, actively supporting and, where appropriate, contributing to the overall goals and objectives of the Project. 
  • Complying with Project policies relating to conduct, appearance, health and safety, security, remuneration arrangements and the use of Project equipment.
  • Maintaining strict confidentiality with regard to all Project-related matters.

                                                                                                                                                    

Optional requirements:

  • Knowledge of other EU languages (spoken and written).
  • Previous RTAA or similar experience.
  • Knowledge of issues related to Twinning Projects (Twinning Manual 2022).
  • Training or professional experience in Europe.

     

RTA-A - TASKS

  • Supporting the RTA and other project experts in their day-to-day activities as Project Assistant.
  • Providing management assistance (including standard office/secretarial activities).
  • Supporting the RTA in implementing and applying Project administrative policies and procedures;   
  • Coordinating administrative activities with RTA and serving as focal point on all local administrative policies and procedures.
  • Preparing and ensuring the accurate and timely processing of all administrative related documentation and maintaining all required accounting records.
  • Assisting the RTA in communications, liaison and general working relations with the Beneficiary Country public offices and institutions, relevant to Project activities.
  • Assisting in the organization and scheduling of Twinning Official Functions, Conferences, Trainings, Seminars, Workshops, Study Tours and in all related administrative tasks.
  • Making all travel arrangements, ticket booking, reservations, scheduling airport pickup and transportation needs for arrivals and departures of Project Experts, as required.
  • Accompanying the RTA or other project experts to meetings, workshops and seminars and also on missions and field visits throughout the BC and possibly the EU, as required (for activities outside Sarajevo only travel and accommodation costs will be reimbursed). 
  • Supporting the RTA in the drafting of studies and documents in areas covered by the Twinning (i.e. information collection, monitoring of activities etc.).
  • Assisting the RTA in drafting the minutes of the Steering Committee Meetings and other Project meetings and editing any other material related to the Project in national language(s) and English.
  • Providing general support for RTA and/or other experts with BC partners and/or authorities, with particular reference to the assistance and management of mission reports and other documents provided by them.
  • Reviewing, translating and editing text relevant to the project (newsletters, press releases, PowerPoint presentations and documents) in English and national language(s).
  • Providing assistance to the RTA in liaising with the consortium partners and Project Managers on all matters relating to administration and policy of Project.
  • Maintaining Project records and sensitive files in direct and close cooperation with the RTA.
  • Preparing, reviewing, posting of financial, personnel and/or related documents and their dispatch to the MS partners.
  • Assisting the RTA with public relations matters including organizing any Press Conferences – liaison for all media related activities.

ADDITIONAL JOB INFORMATION

He/she will be contracted by Statistics Finland.

Applicants shall not have been involved in the selection process nor in the drafting of the Contract.

Applicants may not have or recently (past 6 months) have had any contractual relation with the beneficiary administration(s).

The RTA-A will sign a full-time service contract and must have a status of self-employed. It will be his/her sole responsibility to comply with all legal requirements for self-employment as well as to cover all related taxes and charges.
