We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Republic of Syria in Damascus works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Syrian government in areas that are part of the EU’s remit.

We offer

The post of Press and Information Officer (Local Agent Group I) in the Delegation’s Political, Press and Information Section, under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The section consists of 6 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Political, Press and Information Section, providing support, expertise and assistance in all communication, social media and press activities.

MAIN DUTIES AND RESPONSIBILITIES

SOCIAL MEDIA & DIGITAL COMMUNICATION 

  • Prepare and disseminate press releases, press reviews, and articles for media and internet publication, ensuring that messages are consistent with the Delegation’s key communication priorities
  • Prepare communication materials such as speeches, briefings, and information for the media, drawing, where appropriate, on strategic storytelling approaches used in the Delegation’s communication campaigns
  • Monitor local and European media and prepare press reports, including elements useful for assessing public diplomacy efforts and communication campaigns
  • Maintain and develop relationships with local and international journalists, media organisations and government press agencies
  • Manage media requests and coordinate responses with the relevant internal stakeholders, in order to ensure coherent and timely communication
  • Organise press coverage during official missions and events, including, where relevant, coordination with communication service providers involved in campaigns or visibility activities

EVENT MANAGEMENT & PUBLIC OUTREACH

  • Lead the preparation of public diplomacy events, public outreach activities, high-level visits, and site visits for the Ambassador and other EU officials, in support of the Delegation’s strategic communication and visibility objectives
  • Coordinate with cultural, academic, and diplomatic partners to enhance event impact and ensure successful public diplomacy campaigns, contributing to maximising the visibility and perception of the European Union
  • Coordinate local outreach activities and organise cultural and visibility events to promote EU values and activities, ensuring, where relevant, coherence with ongoing communication campaigns

STRATEGIC SUPPORT & ADMINISTRATION

  • Support in drafting reports, strategic documents, and preparing internal and external communication plans, including contributions related to communication campaigns and visibility activities
  • Provide input for Terms of Reference and support the practical steps of procurement and contract management for communication service providers (e.g. preparing draft specifications, following up on deliverables), under the guidance of the management and in line with the applicable rules and procedures. Assist with the planning and management of the Delegation's press and information budget
  • Collaborate with EEAS Headquarters' services and strategic communication task forces to ensure consistent messaging and alignment of communication strategies, acting, where appropriate, as a contact point for exchanges on communication activities at Delegation level

The duties and responsibilities may be adapted according to the evolving needs of the European Union and its diplomatic representations.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • 5 years of relevant professional experience (media, online publishing, public relations, communication, events, etc.)

  • University degree (Bachelor or equivalent level; ISCED level 6)

  • Excellent command of written and oral Arabic (CEFR C2 level)

  • Excellent command of written and oral English (min. CEFR C1 level)

  • Right to residence and work in the country

  • Medical fitness to carry out the required duties

  • Certificate of good conduct

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Experience working in a diplomatic mission, a development agency or in an international organisation

  • Experience working with the European Union tools, policies and procedures

  • Experience working with external contractors for communication or visibility activities

  • University degree in political science, communication, international relations, media, journalism, public relations or similar (bachelor’s degree or equivalent; ISCED level 6)

  • University degree in political science, communication, international relations, media, journalism, public relations or similar (master’s degree or equivalent; ISCED level 7)

  • Language certification in Arabic (CEFR C2 level) and English (min. CEFR C1 level)

  • Knowledge of other languages (depending on country requirements)

  • Language certification in other languages (depending on country requirements)

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates-based assessment of the information provided in the cover letter, CV, practical testing and interviews. At least the 5 best candidates will be invited to the final interview.

Only candidates admitted to each successive selection phase will be contacted individually. The same means of publication used for this job advertisement will be used to inform the remaining candidates once the recruitment procedure has been completed whether a candidate has been recruited.

The successful candidate will be subject to a medical check and a background check.
