Youth Policy Dialogue with the HR/VP Brussels, 14 October 2026
High Representative/Vice-President Kaja Kallas will host a follow-up discussion in Brussels, reassembling most of the original Budva participants. This meeting will provide a platform to formally present the key youth proposals on geopolitics and foreign policy.
About the Youth Policy Dialogue in Montenegro
20 diverse young people (aged 19 to 30) from EU Member States, the Western Balkans, and European partner countries gathered in Budva, Montenegro, before the EU-Western Balkans Summit, for a two-day event. During their stay, the group drafted a position paper examining the enlarged EU’s role as a geopolitical leader, peace and reconciliation efforts, and foreign information manipulation and interference (FIMI).
Building on the first Youth Policy Dialogue held in March 2025, this dialogue continues to amplify young voices in EU foreign policy.
The event took place in collaboration with the Regional Youth Cooperation Office’s Western Balkans Youth Forum under the Berlin Process, and held alongside the EU-Western Balkans Summit.
