The EU is taking further action against Russia with new restrictive measures targeting those responsible for the unlawful deportation and forcible transfer of Ukrainian children, as well as individuals involved in the repression of democratic opposition and the undermining of democracy and the rule of law in Russia.

Today, the European Union is stepping up pressure on Russia’s war machine with its biggest sanctions listings package in four years, alongside new measures targeting war crimes, internal repression and malicious cyber activities adopted last week.

Joined in Brussels by Nobel Peace Prize laureate Oleksandra Matviichuk and former prisoner of war and human rights activist Maksym Butkevych, High Representative Kallas announced that the European Union will intensify its efforts to strengthen support for Ukrainian civilians arbitrarily detained by Russia.

On 13 July 2026, the European Union exposed Russia's malicious cyber ecosystem and adopted new restrictive measures targeting those responsible for malicious cyber activities in support of Russia's strategic objectives.
