New Financing Agreement Marking Team Europe’s Support For Viet Nam’s Vocational Education Reform

The European Union (EU) and the Government of Viet Nam have today signed the Financing Agreement for the ‘Viet Nam – EU Vocational Education and Training Programme’ (VETVET), marking an important step in strengthening cooperation in education and skills development.

Implemented under the Global Gateway strategy and with a Team Europe approach, the programme benefits from a total financial budget of over 50 million EUR, jointly contributed by the EU (40 million EUR), Germany (10 million EUR), and France (500 thousand EUR).

The VETVET programme aims to enhance the quality, relevance, and inclusiveness of vocational education and training, thereby contributing to the development of sustainable employment, entrepreneurship, and a skilled workforce capable of supporting Viet Nam’s green and digital transitions.

Speaking at the signing ceremony, Mr. Rafael de Bustamante, Chargé d’Affaires of the EU Delegation to Vietnam, shared: ‘This programme demonstrates the shared commitment of the European Union and its Member States to investing in people, promoting sustainable growth, and supporting Viet Nam’s long-term socio-economic development.”

Speaking at the ceremony, Mr. Nguyen Kim Son, Minister of Education and Training, stated: “The VETVET Programme reflects our strong cooperation with European partners in developing high-quality human resources. This support will help modernise vocational education and better respond to the needs of the labour market.”

The signing of the Financing Agreement marks the successful conclusion of an intensive preparation process and opens a new phase of cooperation between Viet Nam and its European partners. Both sides reaffirmed their commitment to close collaboration to ensure effective implementation and lasting impact for learners, training institutions, and employers across the country.
