About the Ambassador

A committed European, Sofia Moreira de Sousa has worked on European affairs for more than two decades, with a particular focus on foreign and security policy.

As of 1st September 2026, she is the European Union’s Ambassador to Albania. Before that, she was Head of the European Commission Representation in Portugal, a role she assumed in September 2021 after completing a four-year term as the EU Ambassador to the Republic of Cabo Verde.

Earlier in her career, she served as Deputy Ambassador to the Republic of South Africa.

Until 2014 she was the senior adviser to the EU's Deputy Secretary General and Corporate Board member of the European External Action Service in charge of political dialogue and negotiations with third countries.  Sofia Moreira de Sousa also worked on the preparation of all foreign affairs Council meetings and political guidance for EU Missions around the world in the early days of the European External Action Service.

From 2009-2011 she was political counsellor at the EU Delegation to the African Union in Addis Ababa, Ethiopia, following closely African regional integration and the implementation of the EU-Africa strategic partnership that she contributed to shape in 2007 while  detached to the Portuguese Ministry of Foreign Affairs in Lisbon during the Portuguese Presidency of the European Union, marked by the signature of the Lisbon treaty.

Before that, she was senior adviser to the EU Special Representative for the Caucasus from 2005-2006 travelling extensively in the region. She worked in the close team of the High Representative for Common Foreign and Security Policy from 2003 to 2007 on EU relations with Russia and Ukraine, being part of the EU team involved in the facilitation of the mediation of the Ukrainian Orange Revolution in 2004.

Earlier in her career, she worked at the international relations department of the European Space Agency, dealing with the security architecture of the Galileo satellite navigation system .

While at the European Law Academy in Trier until 2001 she was responsible for training programs for judges and magistrates on European law and jurisprudence. Before that she worked two years in a law firm in her home town of Porto, Portugal.

Sofia Moreira de Sousa studied law in Portugal and holds an LLM in International Law and International Relations by the University of Hamburg, Germany.
