Two Workshops on EU-China ETS Cooperation Successfully Held in Wuhan

 

On 16 September, the EU-funded project ‘EU-China Dialogue and Cooperation on ETS-related Policies and Measures’ organised two public workshops as official side-events during the 2026 China Carbon Market Conference in Wuhan. The workshops were hosted jointly by the European Commission and the Chinese Ministry of Ecology and Environment (MEE). It brought together senior officials, experts, and crucial stakeholders from China, the European Union, Brazil, the World Bank and UNEP, offering the audience engaged in China's national carbon market and observers from other parts of the world the latest policy developments and insightful opinions on the EU, Chinese, Brazilian, and international carbon markets, as well as the priorities of ongoing EU-China ETS cooperation.

The morning workshop presented the main outcomes of the Joint Research Activity (JRA) on the conception and implementation of allowance auctioning in China's national ETS. Mr. LU Shize, Deputy Director-General of the Department of Climate Change of MEE, received three joint research reports on behalf of MEE from Mette QUINN, Deputy Director for Carbon Markets and Clean Mobility at DG CLIMA, and thanked the EU for its continued support to the joint research.

The afternoon session turned to the important role and challenges of cap setting, a fundamental element for the credibility and environmental integrity of any emissions trading system. Following opening remarks by Ms QUINN and Mr LU, Ms QUINN shared the European Union's experience of setting the cap under the EU ETS. A highlight of the afternoon was the formal launch of the Joint Research on cap-setting supported under the EU project.

Both workshops underscored the value of lessons-learnt from EU ETS on core ETS design elements. By combining international experience with China's specific institutional context, the project's joint research activities aim to provide a solid evidence base to support the inauguration of allowance auctioning and cap setting under China's national carbon market.
