I have the honour to speak on behalf of the European Union and its Member States, the Candidate Countries: Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Ukraine, as well as Andorra, Iceland, Liechtenstein, Monaco, Norway and United Kingdom.

Russia continues to choose war over peace, despite continued diplomatic efforts. In recent weeks, Russia has subjected Ukraine to sustained waves of drone and missile strikes against civilians and civilian objects, including the infrastructure of daily life, in flagrant violation of international humanitarian law. Residential buildings, schools and kindergartens, medical facilities, energy, transport and communications infrastructure have been damaged or destroyed across the country. Kyiv has faced repeated drone attacks and prolonged air-raid alerts. In broad daylight, Russia struck a building of the National Academy of Sciences of Ukraine in the heart of Kyiv. Ukrainian authorities reported civilian deaths and dozens of injuries, including children. The attack on two civilian buses in Kramatorsk that killed at least 30 people was particularly horrifying. The EU strongly condemns Russia’s war of aggression against Ukraine and the latest brutal attacks. We once again call on Russia to agree to a full, immediate and unconditional ceasefire and to engage seriously in meaningful peace negotiations for a comprehensive, just and lasting peace.
-
We reaffirm the EU’s commitment to ensuring full accountability for war crimes and the other most serious crimes committed in connection with Russia’s war of aggression. We welcome that as of 30 September the Register of Damage for Ukraine has opened for submission all 43 categories of claims for compensation for damage, loss or injury resulting from Russia’s war of aggression. The EU has ratified the Convention establishing an International Claims Commission and we welcome the progress on the Special Tribunal for the Crime of Aggression against Ukraine. We encourage further sustained efforts within the framework of the Council of Europe towards the operationalisation of these two international bodies.
-
We are stepping up our policy of exerting pressure on Russia, as demonstrated by the adoption by the last Foreign Affairs Council of the largest ever package of nearly 1600 listings in Russian military industrial complex and 77 listings related to the illegal Duma elections in the occupied territories of Ukraine.
-
We will continue our multi-faceted support to Ukraine and its people, including political, financial, economic, humanitarian, military and diplomatic support. At the moment, the overall assistance provided to Ukraine amounts to EUR 224,5 billion.
-
We also voice our strong support for the Council of Europe personnel in Ukraine in these extremely difficult circumstances.
-
Finally, we reiterate that Russia is bound by the Vienna Convention on Diplomatic Relations and International Humanitarian Law. The recent threats issued against the international community based in Kyiv will not deter us from supporting Ukraine – the EU is bound to stay in Ukraine and with Ukraine.
