Kallas and McGrath Meet Berset to Discuss EU-Council of Europe Cooperation

On 4 February 2025, the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission (HR/VP) Kaja Kallas, and the Commissioner for Democracy, Justice, the Rule of Law, and Consumer Protection, Michael McGrath, met with the Council of Europe’s Secretary General Alain Berset. These exchanges took place in the margins of the Core Group meeting on the Establishment of a Special Tribunal for the Crime of Aggression in Brussels. They marked their first official meetings in their respective roles.

HR/VP Kallas took the opportunity to hear Council of Europe Secretary General Berset’s insights on recent developments in the Council of Europe and its Member States. The discussion also focused on establishing the Special Tribunal for the Crime of Aggression against Ukraine through the Core Group. HR/VP Kallas reaffirmed that guaranteeing accountability is essential for lasting peace and emphasised the importance of setting up the Special Tribunal as soon as possible. 

The meeting between Commissioner Mc Grath and  Secretary General Berset covered various topics, including the EU’s accession to the European Convention on Human Rights (ECHR). Both parties agreed to collaborate in celebrating the 75th anniversary of the ECHR and the 25th anniversary of the proclamation of the EU Charter of Fundamental Rights. Additionally, they emphasised the need to increase visibility for Ukrainian children affected by the war and committed to further cooperation on this issue. Commissioner McGrath also reaffirmed the EU’s appreciation for the Council of Europe’s role in the Rule of Law cycle while stressing the importance of continued collaboration on anti-corruption efforts and democratic resilience.
