EU-Japan Dialogue: Cities for a Climate-Neutral and Resilient Future
Achieving the global temperature and adaptation goals of the Paris Agreement requires concrete action and strong leadership at the subnational level. While national frameworks set overarching targets and provide the enabling policy environment, cities and municipalities — which account for a significant share of global emissions and are closest to citizens and local businesses — play a critical role in translating climate ambition into tangible action and results.
At the heart of the event will be an EU–Japan Mayors’ Dialogue, providing a platform for mayors from the EU and Japan to exchange perspectives on how cities can lead the transition towards climate neutrality while strengthening resilience and adapting to the growing impacts of climate change. The dialogue will highlight political leadership, local priorities and practical experience, while exploring opportunities for deeper cooperation between European and Japanese cities.
The event will conclude with a networking reception, offering participants an opportunity to continue the exchange and build connections for future cooperation.

Technical Exchange: Delivering Local Climate Action A technical discussion on how cities can translate climate ambition into concrete action. Experts will explore practical approaches and solutions for reducing urban emissions and strengthening resilience to climate impacts, including in areas such as buildings, transport, energy, urban planning and nature-based solutions.
