Operational Technology and Cloud Security Training for ASEAN Countries to Take Place in Bangkok

EU NEWS 004/2026

Training on operational technology (OT) security and cloud security for government agencies in ASEAN countries will take place between 26-29 January 2026 in Bangkok, Thailand. With this, the European Union and Japan are strengthening their cooperation with ASEAN countries through new cyber security training initiative.

Training is delivered in collaboration between the European Union (facilitated by the EU Delegation to Japan and the EU Delegation to Thailand and implemented by the EU-funded project EU CyberNet), the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC), the National Cyber Security Agency of Thailand (NCSA) and the Japan International Cooperation Agency (JICA).

The training is technically focused on operational technology (OT) and cloud security risks and the measures needed to address them. It combines practical, hands-on sessions and exercises with targeted discussions to equip participants to manage cyber risks from policy, regulatory and technical perspectives. Through group work, participants will strengthen their ability to identify, assess and respond to OT and cloud-related threats, while also understanding how technical controls align with governance frameworks and incident management practices.

“This training in Bangkok marks EU CyberNet’s first major engagement in the Indo-Pacific region, underscoring the European Union’s commitment to cyber capacity building where it is most needed. As digital transformation accelerates across ASEAN countries, the security of operational technology and cloud environments has become central to national cyber resilience. These systems are central to essential services, public administration and key economic sectors, making them priority areas. EU CyberNet is pleased to contribute practical EU expertise and looks forward to continued cooperation with partners to build sustainable, needs-driven cyber capabilities in the region.”

Liina Areng, Director of EU CyberNet.

“Based on observed regional cybersecurity capacity-building needs, AJCCBC designed training programmes with a stronger focus on operational technology and cloud security. Partnering with the European Union (EU) for this initiative marks an important milestone in addressing ASEAN’s evolving cybersecurity challenges, strengthening regional cyber resilience, and fostering knowledge and best practices exchange between ASEAN and European experts.”

– Maj. Gen. Teerawut Wittayakorn, Director of AJCCBC.

"The European Union recognises the importance of fostering a secure and trustworthy cyber environment, and we are committed to working with our partners in Thailand, ASEAN, and Indo-Pacific to strengthen cybersecurity capacities, share best practices, and promote international cooperation to combat cyber threats including the global fight against online scams. Through our upcoming event, we aim to bring together experts and stakeholders to achieve a safer and more secure cyber landscape for all." – Luisa Ragher, Ambassador of the European Union to Thailand

“Cyberattacks are on the rise, increasingly sophisticated while occurring without consideration to national borders. Cybersecurity has thus naturally become a key area of cooperation between the EU and Japan. Advancing cyber capacity-building with partner countries is the next logical step to make sure that our strong bilateral engagement can translate into a resilient cyber environment more broadly. This training at the AJCCBC delivers on the commitment taken by our leaders at the last EU-Japan Summit to that effect.”

Jean-Eric Paquet, Ambassador of the European Union to Japan

Training is led by the EU CyberNet experts Aldolfo Caldeira from Portugal, Radoslaw Gnat from Poland and Roman Konicek from the Czech Republic. Training will be provided to participants from Brunei, Indonesia, Laos, Malaysia, the Philippines, Singapore, Vietnam, Timor-Leste and Thailand.
