Delegation for relations with the Mashreq countries

The European Parliament’s Delegation for relations with the Mashreq countries conducted an official visit to Jordan from 18 to 22 December 2023, led by the Chair Isabel SANTOS (S&D, Portugal) who was accompanied by Cyrus ENGERER (S&D, Malta), Domènec RUIZ DEVESA (S&D, Spain), José Ramón BAUZÁ DÍAZ, AFET Rapporteur for Jordan (Renew, Spain), Salima YENBOU (Renew, France), Marisa  ATIAS (The Left, Portugal) and Elena LIZZI (ID, Italy).

The Delegation's main objectives were to hold the 11th Inter-parliamentary Meeting with the Jordanian counterparts amid a critical situation in the region due to the ongoing war in Gaza as well as to assess the current political, economic and social modernisation agenda of the country with various meetings with key members of the Jordanian executive, representatives of civil society and with field visits.

The Delegation was welcomed by H.R.H Prince El Hassan Bin Talal and on the side-lines of the Inter-parliamentary meeting, Members met with the Speaker of the House of Representatives Ahmed Safadi, the President of Senate Faisal-Al-Fayez and EU-Jordan friendship Committee. Additionally, the Delegation held fruitful exchange of views with the Deputy Prime Minister and Minister of Foreign Affairs and Expatriates Ayman Safadi, the Minister of Political and Parliamentary Affairs Haditha Al Khraisheh and the Minister of Planning and International Cooperation Zeina Toukan.

During the 11th IPM the Delegation and the Jordanian Parliament reconfirmed, with a sincere dialogue, their solid partnership and expressed their political will to further strengthen their cooperation and ties allowing to build a common agenda for a comprehensive dialogue over the coming years. The discussions with the Members of the Foreign Affairs Committee focused on various political, institutional, social and economic matters.

The Delegation stressed its deep concern about the ongoing war in Gaza and of its impact on the whole region. Members underlined the urgent need to stop immediately this devastating war and to allow access to humanitarian aid to the population of Gaza, stressing that the large majority of the EU Member States voted in favour of an immediate humanitarian ceasefire in the UN General Assembly.

Members expressed their support to all diplomatic efforts of Jordan to prevent further escalation in the wider Middle East.

The Delegation recalled that the EU is committed to achieving peace in the region and the two-state solution remains the only way of bringing lasting peace and stability. Members reiterated the EU’s commitment in preserving the international consensus on Jerusalem and trusts Jordan as the sole custodian of the holy sites in Jerusalem.

Members praised the tremendous efforts carried out by Jordan in hosting and helping Palestinian and Syrian refugees on its soil and reiterated Parliament's continued support to Jordan in this respect. The Delegation commended Jordan’s continued ambitious political, economic and social modernization agenda, underlining that focus on strengthening good governance and respect for human rights is particularly important for the European Parliament. Finally, Members from both sides expressed the will to further strengthen cooperation in education, especially in the field of the exchange of students and culture.

Exchanges and round tables with a broad spectrum of civil society and think tanks representatives on human rights and gender policies, were complemented by field visits of UNRWA Palestine Refugee camp of Wihdat and of the Syrian Refugees camp of Azraq during which Members witnessed the living conditions and challenges refugees are facing. The Delegation took note of the issue of restriction of rights for Palestinians refugees from the Gaza Strip.

The Delegation met with Musa Maaytah, Chairman of the Board of Commissioners of the Independ Election Commission and was briefed on the latest political reforms while stressed that the European Union is supporting the strategic and ambitious political modernisation launched last year in the Hashemite kingdom.

Members had the opportunity to discuss with UNHCR Representative to Jordan, Dominik Bartsch and UN Resident Coordinator for Jordan, Sheri Ritsema-Anderson and reiterated the EU’s support for protection of the most vulnerable population, both Jordanians and Syrians regarding their most pressing humanitarian needs as well as for the reinforcing of the capacities of Jordanian institutions responsible for responding to the Syrian crisis.

The Delegation visited Mont Nebo and Madaba and witnessed the rich cultural and religious heritage as well as of the long-standing inter-cultural dialogue in the region.
