PROPERTY PROSPECTING NOTICE

Residence –

GENERAL INFORMATION

This notice is intended to inform property market participants as well as any other interested economic operators about the property needs of the Delegation of the European Union to the Hashemite Kingdom of Jordan (the ‘Delegation’) in Amman, and to collect information on properties and projects within a defined perimeter.

The Delegation is looking for a residence in Amman, located preferably in Abdoun; residences in Deihr Ghbam Al Sweifiyeh, Um Uthaina, Al Radwan, Al Rabyeh, Jabala Amman up to 2nd circle might be considered as well. The image and location of the building selected as residence should correspond to the occupant’s official standing as European Union representative in the country. Residences should adopt a representative image, but not be excessively ostentatious

The total net surface area of all the rooms is fixed at a maximum of 600m², preferably over two floors. Said area should include all corridors, entrance hall, reception area, and internal staircases/elevators but exclude common/shared areas, parking bays and areas exclusively dedicated to technical equipment.

The building should be in good state of maintenance so that no improvement or repair work is needed. The property should also comply with all local applicable construction codes and regula­tions, and where possible with EU and other internationally prevailing standards. This should include no asbestos or other harmful substances present, health & safety regulations and policies, compliance with anti-seismic codes.

The premises/building required to meet the Delegation’s needs should preferably be available for occupation by August 15th, 2023 at the latest.

The proposed building contract will be a lease agreement executed in the name of the European Union (the ‘EU’). The Contracting authority will be the European External Action Service (the ‘EEAS’).

PURPOSES OF PROSPECTING THE LOCAL MARKET

This notice aims to collect information about properties and projects, which can meet the Delegation’s aforementioned needs. The information collected will be used to identify those properties (or projects) suitable to the Delegation’s needs.

If, on the basis of the information collected, the Delegation considers that all or part of the properties (or projects) offered can effectively meet its needs, it will launch a negotiated procedure in accordance with Article 164(d) of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11.1(g) of Annex I to the Financial Regulation.

This publication does not constitute, nor should it be construed as, a commitment on the part of the EEAS in its procurement procedures.

DETAILED REQUIREMENTS

Security and Privacy

The property must be a stand-alone building (independent villa), with appropriate security details, including a secure boundary wall and / or suitable high fencing around the entire perimeter. It should be equipped with security features such secure entrance gates and doors, and electric shutters for all windows. In terms of privacy fea­tures, buildings that are not overly prominent are strongly preferred. In addition, the property itself should ideally not be directly overlooked by adjoining properties.

The property owner will be expected to show flexibility in relation to any specific security of privacy requirements the Delegation may have.

Detailed Property Features

The strong preference is for an existing suitably property, in fully ready, turn­key condition. New projects that will be completed within the timescale envisaged may also be considered.

The property should be well suited and equipped the needs of representation, including for private functions and small events.

The internal layout should include a formal reception and dining area, together with a separate private living area. The private accommodation should be separate from, and if possible independent of, the reception area."

The more detailed specific requirements are as follows:

  • Formal Reception Area : entrance hallway, cloakroom area, reception area to provide sufficient space for at least 50 people standing, dining room should seat at least 14, people, the kitchen area should be suitable for the size and function of the residence, toilets
  • Private Area (separate) : Office / private meeting room, family / lounge room, master bedroom, two / three additional bedrooms, guest bedroom , bathrooms,
  • Garden Area: suitable for receptions; porch and a covered terrace, with seating for up to 10 people (swimming pool is an additional asset)
  • Utilities / Other : appropriate air conditioning and space heating systems already installed, appropriate bathroom and toilet facilities throughout, equipment rooms
  • Garage: At least a secured garage or carport. It is advisable to have a number of easily accessible parking places for vehicles at the entrance.
  • Communication: Telephone system with external line access is an asset

Climate Action / Renewable Energy

The European Union has an ambition to be a global leader on Climate Action. To avoid air and cli­mate pollution from carbon emissions, the building should produce as much of its energy needs from clean renewable sources as possible. Specifically, it should:

  • Generally use eco-friendly materials and equipment throughout
  • Have appropriate insulation, including double-glazed windows throughout
  • Have already installed renewable energy production technology, especially full scale solar PV panels and / or solar thermal for all water heating purposes; fossil fuel powered diesel boilers may only be used for deep winter back-up purposes
  • Efficient use of water and water recycling

All property market participants and other interested economic operators owning or holding any property (or project) which can meet the Delegation’s needs are encouraged to notify the Delegation, by close of business on October 31st, 2022, using one of the following methods:

Only those notifications received by the deadline stated above and including the following information at least will be deemed as valid and considered by the Delegation:

  • Identity of the owner/holder of the premises/building;
  • Exact location of the premises/building;
  • Detailed description of the premises/building (including exact size of net surface area and date of construction);
  • Plans of the premises/building (.pdf/.cad format), non-fitted and, if available, fitted;
  • Status of completion of the premises/building;
  • Whether the premises/building are ‘for sale’ and/or ‘for rent’.
  • Rental/sale price and, if applicable, charges and other fees associated with the premises/building.
  • Current photos of the facades taken from the street level and inside the property, including all important rooms
  • Details of any availability restrictions (e.g. if refurbishment is underway or planned)
  • “Green building” credentials especially regarding installed renewable energy
  • Details of the main security and privacy features
