The post of Budget Officer (Local Agent, Group I) under a fixed term contract for 2 years (with possibility of renewal under certain conditions). The post of Budget Officer is administratively part of the Cooperation section in the Delegation to the Republic of Kazakhstan, but works for the Finance, Contracts and Audit Section in the Delegation to the Kyrgyz Republic, which has a regional remit and thus covers the Delegations in Kazakhstan, Uzbekistan, Turkmenistan and Tajikistan. The team consists of 10 people in Bishkek and 6 people in other Delegations in the region and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the regional Head of Finance, Contracts and Audit Section of the Delegation to the Kyrgyz Republic, and administratively under the Head of Cooperation of the Delegation to the Republic of Kazakhstan.
Functions and Duties
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs:
- BUDGET, FINANCE, CONTRACTS AND ACCOUNTING: Financial initiator for payments, forecasts of revenue and recoveries of EU funds. Verification of compliance with rules and procedures, advise on sound financial management, liaise with relevant services in Headquarters, budgetary and financial management; analysis and follow-up of findings of expenditure verification reports and audit reports; financial analysis in the calculation of recovery orders and eligibility of expenditure in contracts; analysis of indicators for payments or disbursements;
- PROCUREMENT AND CONTRACT MANAGEMENT: Financial initiator for Tenders and Call for proposals including Terms of Reference, Technical Specifications, Tender dossier; Participation in evaluation committees, including the preparation of the reports. Financial initiator for contracts and addenda, verification of compliance with the Financial Regulation. Ensure procurement procedures and contracts are coherent and compatible with rules and regulations in force; Assist in the preparation of tenders/calls for proposals/contract dossiers while respecting standard procedures; Assist in analysis and verification of requests for derogation and prior approvals; Using corporate IT tools, including CRIS, SUMMA and OPSYS as “Financial Initiator”; Manage third party files; Archiving;
- AUDIT, CONTROL and INSPECTION: Participate in control/verification missions on the spot; coordinate and manage external audits; assist the Audit Task Manager (FCA section) based in Bishkek;
- EXTERNAL RELATIONS: Liaise with various partners (Civil society, International Organisations etc…) on aspects concerning programmes and contracts; Maintain good and effective contacts with counterparts and contractors;
- EXTERNAL COMMUNICATION: Active participation in and organisation of information session for calls for proposals and tenders as well as for grant beneficiaries; disseminate good practices;
- Other tasks that are in the interest of the service that are attributed by the Head of the Delegation or the Head of Finance, Contracts and Audit Section and their substitutes can also be required.
The expected start date will be 01/10/2026.

- Starting basic salary (gross): KZT 1,266,968 (the basic salary will depend on relevant and verified employment experience)
- Total Working hours per week: 37.5
- Contract Type: Fixed term

Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Medically fit to perform the required duties;
- Right to residence and work in the Republic of Kazakhstan
- University Degree of legal duration of at least 4 years, successfully completed in economics, trade, accounting, finance, administration or law
- Minimum of 3 years of relevant working experience in the fields of procurement, contract management, finance, accounting or audit. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained;

Fully computer literate and mastering Microsoft Word and Microsoft Excel

Excellent communication skills in English (C1 level of language knowledge (Common European Framework of Reference for Languages (CEFR) or equivalent) – English is the working language of the Delegation

Assets / selection criteria (basis for awarding points to select the best applicant)
- Experience in an International environment
- Previous relevant working experience with international organizations or NGOs
- Relevant experience in public procurement and contract management
- Good knowledge of the EU and its external policies
- Good knowledge of Russian/Kazakh

The process
