The European Union Delegation to Kazakhstan is looking for: Budget/Accounting Assistant in the Administration Section
Following main tasks and duties are currently required:
To assist the Head of Administration in Budget/Accounting, HR relating issues:
- Accounting: to check invoices, to execute an reconcile accounting transactions, to execute payments through bank transfers, to manage bank accounts, to follow-up on bank transactions not executed, to prepare cash withdrawals in line with existing rules, to execute cash payments, to prepare and submit to the tax authorities claims for tax payments/reimbursements, to ensure the archiving of all accounting documents, to update bank signatory cards and ensure/remove ABAC access to new verifying, authorising agents.
- Budget and Finance: to assist the Head of Administration in the preparation of budget estimates for the delegation's annual budget, to follow-up on the daily execution of the budget (example: missions, trainings, representation etc).
- Human Resources: to assist the Head of Administration in issues relating to local recruitments, in the handling of tasks relating to the sickness insurance for local staff, to prepare and execute salary payments, to prepare and submit regular reports on local compulsory contributions to local authorities.
- ABAC/BUDGDEL Software: to record all transactions in ABAC in a timely manner, to produce all documents relating to the monthly closures, to prepare and dispatch the monthly closures of the Imprest Account to headquarters before the 15th of each following month, to introduce in BudgDel the annual budget requests and budget amendments during the financial year.
- Performs other related duties in the interest of service, as required by Management;
The base salary will depend on relevant and verified employment experience, typically starting from KZT 805,776. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be 5 December 2023.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Minimum of a University Degree in finance, accounting, economics, or equivalent;
- Minimum of 3 years of experience in in the field of finance or accounting.; and a minimum of 1 year of experience in a diplomatic mission or international organization;
- Excellent knowledge of English, Kazakh and Russian C1 (speaking and writing) ;
- Knowledge of Microsoft Office and any financial/accounting programme.
Assets / selection criteria (basis for awarding points to select the best applicant)
- A Master’s Degree in finance, accounting or similar;
- Working knowledge of other EU language(s);
- Knowledge of EEAS internal applications (ABAC, BudgDel, Ares, e-Del-HRM, etc.).

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter and CV, practical testing (written) and interviews. At least 3 best candidates will be invited to the final interview.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
