We offer

We offer a temporary post (during maternity and childcare leave, tentatively from January 2024 to June 2025) for a Secretary to the Head of Cooperation in the Cooperation Section.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function ( Secretary) – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will, under the supervision and responsibility of the Head of Cooperation, perform the following tasks (the list is not exhaustive):

  • Everyday support to the Head of Cooperation, including mission preparation and follow-up, and time management;
  • Support to the daily operations of the Cooperation section;
  • Support of the organisation of meetings with EU Member States or projects;
  • Support to the preparation of meetings and operational follow-up with the government;
  • Support to the preparation of visits from the European Commission;
  • Contribution to reporting obligations of the Cooperation section;
  • Follow communication activities
  • Support project activities e.g. for communication, visa support or logistics
  • Document management;
  • Other support functions upon request.

Working conditions: Full time, 37.5 hours/week (local agent, basic salary KZT 562,118). This is a fixed-term contract.

Selection Criteria

We look for a highly motivated new colleague and quick learner with experience in administrative and organisational tasks and very good organisational skills who is looking for a new challenge.

  Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Has excellent spoken and written skills in English, Kazakh and Russian – note that English is the working language of the Delegation;
  4. Proven working experience  in administration of at least 2 (two) years in an international organisation (public), a foreign Embassy, or an internationally funded project;
  5. A university degree (Bachelor’s);
  6. Excellent working proficiency with MS Office, in particular Excel, Powerpoint etc.

The following will be considered an asset:

  1. A Master’s Degree;
  2. Has knowledge of other Commission working languages (DE, FR);
  3. Knowledge of EU tools such as ARES.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an interview; during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
