Visit of EUSR Terhi Hakala to Kazakhstan

NUR-SULTAN – On 7 and 8 February 2022, the EU Special Representative for Central Asia, Ambassador Terhi Hakala, visited Nur-Sultan and Almaty for exchanges with government officials, representatives of international organisations and civil society.

During her visit to Nur-Sultan, the EU Special Representative met with the President of Kazakhstan Kassym-Jomart Tokayev, State Secretary Erlan Karin, Deputy Prime Minister – Minister of Foreign Affairs of Kazakhstan Mukhtar Tileuberdi, Ombudsperson Elvira Azimova and Deputy Prosecutor General Bulat Dembayev. During the talks, the parties discussed the January events as well as the government’s socio-economic and political reform plans. The EUSR urged to conduct a full and transparent investigation in line with international standards and encouraged the government of Kazakhstan to follow up on its open invitation to UN Special Procedures as soon as possible.

In Almaty, the EUSR met the Akim of the city of Almaty, Yerbolat Dossaev, following his recent appointment. She also discussed the perception of the January events and subsequent developments with civil society organisations, who shared information and worries regarding torture, excessive use of force and indiscriminate shootings, and met representatives of international organisations, including the UN and EBRD
