EU help improve legal certainty in Kosovo; Criminal Records become a matter of public scrutiny

The Kosovo Judicial Council, supported by the European Union in Kosovo, launched today the first-ever online National Centralised Criminal Records (NCCR) system which will enable public and institutions to quickly, and without waiting in queues, gain access to and retrieve criminal record certificates. 

Criminal records certificates provide important information in many decision-making processes, and are needed to complete many administrative procedures, such as applying for a job, applying for a visa and so on. The new system will make that much easier, further contributing to the legal certainty and transparency.

The EU’s EUR 3.6 million worth support towards the development of the NCCR, which runs according to the European Criminal Records Information System (ECRIS) requirements, included the provision of all the necessary hardware and the development of both software and legal and administrative framework. 

“The rule of law remains one of the most important priorities on Kosovo’s path towards the EU. Having a system that provides for full legal transparency and access to criminal records will make the decision-making is different spheres of life much easier, including domestic contracting and foreign investments, thus also contributing to the economic development,” said Head of the EU in Kosovo’s Cooperation Section, Johannes Madsen.

Following data protection requirements, the Prosecution, the Ministry of Justice, the Correctional Service, and the Ministry of Interior Affairs will use the NCCR to exchange information, and keep the records up to date

“The NCCR system marks an important milestone in the effort to increase transparency and improve public perception of the judiciary, but will also bring Kosovo one step closer to its road towards EU accession," said Chair of the Kosovo Judicial Council, Albert Zogaj.

The EU in Kosovo strongly supports the improvement of the rule of law and the functioning of Kosovo’s judicial system, with technical assistance projects, to help Kosovo progress its way towards the European integration.
