Kosovo and the European Union held the 7th Stabilisation and Association Agreement Sub-committee on Economic and Financial Issues, and Statistics
Officials from Kosovo and the European Commission held a meeting on 25 November 2025 in Brussels, to discuss developments in the areas of economic and financial issues, and statistics.
During the meeting, officials exchanged views on economic and financial developments, budgetary and fiscal policies, the business environment, statistics and public internal finance control.
In the area of economic and fiscal policies, topics related to GDP growth, inflation, labour market, and the external sector were addressed.
Kosovo presented its outlook for fiscal policies, including its assessment of fiscal risks and challenges and the preparation and adoption of the 2026 budget, which has been delayed due to the ongoing political deadlock. The EU emphasized the importance of maintaining macro-fiscal stability by respecting the spending and deficit limits prescribed by fiscal rules, while boosting growth-enhancing expenditure. Participants also discussed the latest developments in the banking and insurance sectors, as well as developments regarding the free movement of capital.
Key structural reforms needed to enhance Kosovo’s capacity to cope with competitive pressure and market forces were also discussed, such as in the area of the business environment, energy and privatisation.
This included exchanges on developments foreseen by the Law on Sustainable Investments, such as the establishment of an Agency of Investments and Export and an Agency for support of Enterprises. Progress on other structural reforms with the aim of fostering private sector development and foreign direct investment was assessed, as well as legislative developments, financial stability and governance of Publicly Owned Enterprises.
In the area of statistics, participants agreed that reliable and high-quality statistics are essential for effective and evidence-based policy-making. Further improving access to and systematic use of available administrative data sources is key. Discussions focused on the need to strengthen the capacity of the Kosovo Agency of Statistics, in particular in ensuring the required human and financial resources for the planned Agriculture Census.
In the area of financial control, recent developments in Public Internal Financial Control were addressed, particularly the importance of ensuring comprehensive Public Internal Financial Control and Public Finance Management and Public Administration Reforms. Discussions in this area also focused on the need to urgently strengthen capacities for internal audit and to improve overall transparency of Kosovo’s reporting.

Background information

The Stabilisation and Association Agreement (SAA) is the framework for the EU and the Kosovo administration to regularly discuss technical and policy issues in relation to the EU-related reforms. The SAA bodies include the Stabilisation and Association Council, assisted by the Stabilisation and Association Committee, as well as SAA Sub-Committees, which cover a wide range of the EU acquis. The meetings of the SAA bodies provide direct input into the European Commission's annual reports.

Each Sub-Committee meeting monitors and accompanies Kosovo's delivery on reforms and identifies how the EU can assist in this process.

There are seven areas covered through sectorial meetings of sub-committees, on Justice, Freedom and Security; Innovation, Information Society, Social Policy, Education and Culture; Trade, Industry, Customs and Taxation; Internal Market, Competition, Consumer and Health Protection; Agriculture, Fisheries, Forestry, Food Safety; Transport, Environment, Energy, Climate Change and Regional Development; Economic and Financial Issues, Statistics.

Two other areas covered through the meetings of special groups are the reform of the public administration and normalisation of relations between Kosovo and Serbia.

SAA Committee and Sub-Committee meetings are co-chaired by the European Commission and Kosovo. Each meeting results in jointly agreed follow-up actions to be taken by the Kosovo authorities. The time between the meetings allows for the implementation of the recommendations and agreed follow-up actions.
