Kosovo and European Union held the 8th Stabilisation and Association Agreement Sub-committee on Transport, Energy, Environment and Regional Development
Hysni Nura, Acting Director of the Office of Sectoral Policies in the Office of the Prime Minister, and Julien Crampes, Deputy Head of the European Commission’s DG for Enlargement and Eastern Neighbourhood Unit for Serbia, Kosovo, co-chaired today in Brussels the 8th meeting of the EU-Kosovo Stabilisation and Association Agreement Sub-committee on Transport, Energy, Environment and Regional Development.
The meeting, which gathered representatives from the European Commission and Kosovo, focused on domestic authorities’ progress and further plans towards advancing reforms on Kosovo’s EU integration path.
In line with the European Commission’s 2025 Kosovo Report and reform commitments taken by Kosovo as part of the Growth Plan for the Western Balkans, the Commission encouraged Kosovo to accelerate delivery across the transport, energy, environment and regional development sectors, including measures related to climate action, green energy transition, sustainable connectivity and environmental governance.
While welcoming progress achieved in a number of areas, Commission representatives stressed the importance of addressing remaining challenges. This includes the need to increase budget resources, as well as administrative and enforcement capacities in the environment sector, advancing key connectivity and infrastructure projects, and adopting the National Energy and Climate Plan – being the key planning tool to deliver a just climate and energy transition and to steer further investments in renewable energy. The European Commission welcomed progress made in wind and solar auctions, advancing electricity market reforms, launching day-ahead electricity market coupling with Albania, and in multimodal transport and aviation safety.
Kosovo recommitted to fully implementing its reform agenda in the area of green transition, including the priorities identified under the Growth Plan for the Western Balkans and the recommendations of the European Commission, and to ensuring that these reforms deliver tangible results for citizens and businesses.
Kosovo and the European Commission agreed to further increase cooperation, so that the reforms undertaken are fully implemented as soon as possible.
With more than EUR 3.7 billion invested in Kosovo since 1999, the EU is Kosovo’s strongest and most reliable partner and the largest provider of financial assistance.

The Stabilisation and Association Agreement (SAA) is the framework for the EU and Kosovo to regularly discuss technical and policy issues in relation to the EU-related reforms. The SAA bodies include the Stabilisation and Association Council, assisted by the Stabilisation and Association Committee, as well as SAA Sub-Committees, which cover a wide range of the EU acquis. The meetings of the SAA bodies provide direct input into the European Commission's annual reports.

Each Sub-Committee meeting monitors and accompanies Kosovo's delivery on reforms and identifies how the EU can assist in this process.

There are seven areas covered through sectorial meetings of sub-committees, on Justice, Freedom and Security; Innovation, Information Society, Social Policy, Education and Culture; Trade, Industry, Customs and Taxation; Internal Market, Competition, Consumer and Health Protection; Agriculture, Fisheries, Forestry, Food Safety; Transport, Environment, Energy, Climate Change and Regional Development; Economic and Financial Issues, Statistics.

Two other areas covered through the meetings of special groups are the reform of the public administration and normalisation of relations between Kosovo and Serbia.

SAA Committee and Sub-Committee meetings are co-chaired by the European Commission and Kosovo. Each meeting results in jointly agreed follow-up actions to be taken by the Kosovo authorities. The time between the meetings allows for the implementation of the recommendations and agreed follow-up actions.
