The Delegation to Liberia is looking for a qualified applicant for the position of Finance and Contracts Assistant within its Finance, Contracts and Audit (FCA) Section

We offer
Under the responsibility of the Head of Finance, Contract and Audit Section and the Head of Delegation, the local agent selected will assure the ex-ante/ex-post initiation of the conformity of some financial and contractual operations (pre-financing payments, de-commitments and closure of commitments) with legality, regularity, in accordance with internal procedures and sound financial management principles.
He/she will contribute to the back-up of initiating agents in the section during their absence for some specific operations.
He/she will assist the Head of Finance, Contracts and Audit in the continuous follow-up of Key Performance Indicators (KPIs) and of forecasts for commitments, contracts and payments of the Delegation.
As Audit Task Manager, he/she will prepare the documents required for the launch of requests for services and act as Chairperson for the evaluation of offers. He/she will be the contact person for the auditing companies and will ensure follow-up on factual findings and discharge procedure.
He/she will encode transactions and provide the financial initiation visa in accordance with the applicable rules through the EU's accounting system for some specific operations.
He/she will also contribute to financial reporting and provide training. He/she will provide advice on financial and budgetary matters to the colleagues of the operational section. He/she will ensure proper archiving and filing of documents in line with the applicable rules.

Job profile
Finance and Contracts Assistant (Vacant Post) - Finance, Contract and Audit– Local Agent Group III, with 37.5 working hours/week and minimum monthly basic gross salary of USD 1,415.00, which may rise depending on years of relevant experience
Job requirements
The successful candidate will have the following profile and qualities:
• Formal education, training:
- Minimum of High School completion and professional/technical certificate/diploma in business administration, finance, accounting or law
• General skills and competencies:
- Capacity to assure quality, speed and accuracy in performing a diversity of tasks in a complex, multicultural environment without any immediate and constant supervision.
- Ability to communicate information and ideas clearly and to judge the impact of decisions.
• Experience in specific areas of expertise:
- At least four (4) years relevant experience in application of rules and procedures relating to calls for tenders/proposals, contracts, commitments, payments and audits for development cooperation projects and programmes.
• Working languages:
- A clear ability to operate fluently in English is essential (written and spoken).
Selection Criteria
Minimum Requirements:
- Medically fit to perform the required duties;
- Enjoys civil rights and permits for employment under local law;
- Has an excellent command of spoken and written English;
- Post-High School diploma or certificate in relevant areas (business administration, finance, accounting or law) with at least four (4) years of relevant experience
- Computer literacy
The following will be considered an asset:
- University level post-secondary education in business administration, finance, accounting or law
- Knowledge of ABAC, CRIS and ARES IT systems (EU systems).
- Proven experience of working with European Development Fund rules and procedures.
- Sound experience in application of Commission rules and procedures relating to calls for tenders/proposals, contracts, commitments, payments and audits.
- Previous experience of working in a Delegation of the EU in a non-member state.
- Knowledge of French.

The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview and a written test – during this phase, the Selection Committee will assess the suitability of the candidates for the post. The candidates who have not been short-listed will not be contacted.
