Support for the implementation of the Agriculture Sector Wide Approach (ASWAp) and Green Belt Initiative (GBI) Programme

Component 1 [Implementation of the Agriculture Sector Wide Approach(ASWAp)]:

- Capacity development for ASWAp implementation – systems and procedures strengthened

• Support to ASWAp management and coordination (including a targeted core functional analysis);

• Support to planning, monitoring and evaluation;

• Support to administrative system development.

- Food security risk mitigated through improved use of existing risk management instruments.

Support to FISP seed component;

• Support to seed certification and monitoring;

• Support market based risk management instruments as Macro and Micro Weather Insurance;

Support to agriculture technology delivery systems (enhanced delivery of extension and research services for improved national and household food security)

 

  • Improvement of rural roads (upgrading/rehabilitation) improving access to markets

Main financing tool: multi-donor Trust Fund (MDTF) managed by the WB [ASWAp SP1 for 100 million USD with an EU contribution for 28.9 million EUR & ASWAp SP2 for 55 million USD). N.B. The EU contribution to the ASWAp SP 2 is mainly from the RRiMP (rural roads decision) for an amount of 27.5 million EUR.

Component 2 (support to GBI):

- Development of medium and large scale irrigation schemes.

Main financing tool: project approach (works, services and grants contracts)

Component 1: Grant agreement WB-GoM on going.

Component 2: Bwanje Dam was constructed and commissioned. Works for the 5 medium scale irrigation schemes completed by end 2019 except for Mwalija which was affected by the floods and that the scheme was redesigned. No cost extension granted up to October 2020. Handover and commissioning of the finished irrigation schemes was done.

 

Component 1 (ASWAp): Nationwide; Component 2 (GBI): Large scale dam: Bwanje dam(Central region); medium scale Irrigation schemes: Ntchenachena (Rumphi), Lake Chilingali (Nkhotakota), Lifuwu (Salima), Tchanga (Dedza), Mtete (Lilongwe) and Mwalija (Chikwawa)
