Procurement Service Expert to be embedded in the Agency for Geodesy, Cartography and Cadastre (AGCC) of Moldova
The Expert will provide technical, procurement, and coordination support for large-scale cadastral and land delimitation activities, assisting AGCC and PI REC across the full procurement cycle—from planning and preparation of ToRs, technical specifications and tender documentation, to tendering, evaluation and contract management. This includes coordinating stakeholders, supporting evaluation committees, ensuring compliance with national procurement legislation, and overseeing contractor performance and delivery of key systems (RECIS, Graphic Database and related registers).
In parallel, the Expert will strengthen procurement and contract management capacity through on-the-job support, structured reporting, risk mitigation, and alignment with national programmes and the Moldova Growth Plan to ensure efficient, transparent and high-quality implementation.
CONSULTANT PROFILE: For the position of the “Procurement Service Expert to be embedded in the Agency for Geodesy, Cartography and Cadastre (AGCC)”, EBRD intends to select an individual expert with the following profile:

University degree in business administration, procurement, economics, finance, engineering, geodesy, land management, GIS, or related fields.

Professional certification in procurement or project management is an advantage.

Strong analytical and quantitative skills, including use of economic modelling and data analysis tools.

Minimum 3 years of relevant experience in public procurement (planning, tendering, evaluation, and contract management).

Experience in cadastral, land management, or infrastructure-related projects is an advantage.

Familiarity with World Bank or international donor procurement procedures is an asset.

Strong knowledge of public procurement procedures.

Experience in contract management and coordination of service providers.

Strong analytical, organisational, and reporting skills.

Ability to work with multiple stakeholders and institutions.

Fluency in Romanian and English (written and spoken).
Civil servants and other staff currently employed by public administration of the beneficiary country are not eligible to apply as experts. Experts must be independent and free from conflicts of interest in the responsibilities defined by the Terms of Reference.
