Smart Growth, Green Future – Accelerating Investments in Montenegro

 

The EU–Montenegro Investment Conference, inaugurated today in Luštica by Prime Minister Milojko Spajić and European Commission President Ursula von der Leyen, showcased Montenegro's growing potential for strategic, green, and sustainable investments through new partnerships between leading Montenegrin and European companies.

Held under the theme "Smart Growth, Green Future – Accelerating Investments in Montenegro," the event brought together senior representatives of the Government of Montenegro, the European Union, international financial institutions, and prominent European and Montenegrin investors. It aimed to foster strategic, green, and sustainable investment and to position Montenegro as a key investment destination in the Western Balkans, driving progress in renewable energy, sustainable agribusiness, tourism, transport, and digital innovation.

The conference marked the launch of 14 new partnership projects between Montenegrin and European businesses, showcasing the transformative potential of Montenegro's EU accession path and the strength of EU–Montenegro cooperation. The projects span a wide range of sectors, from renewable energy and transport to agritourism, digital innovation, and low-carbon development. They include new solar and wind power plants to strengthen Montenegro's energy independence, modern transport investments to enhance its connectivity with Europe, and agritourism initiatives to help diversify the economy. Other projects will make the Port of Bar a zero-carbon facility, establish Montenegro's first Digital Innovation Campus, and stimulate sustainable growth in the country's north.

"My message is very clear: do not wait for accession to invest in Montenegro because then you would miss opportunities that others might grab." said President von der Leyen noting that the huge investors' presence at the conference is a real vote of confidence in Government's ambitious reform agenda. 

"Just look at some of today's announcements. In clean energy, we will see floating solar farms, high-altitude wind power, and Montenegro's first battery storage facility which is so important for the future. In transport, the port of Bar will be the first Zero Carbon facility on the Adriatic. And in technology, Montenegro's first innovation campus can create thousands of jobs. This is just a flavour of the 14 projects we will sign today where we will unite investors from Montenegro and across Europe – with strong backing from us." She concluded that Montenegro's keeping on the EU track with speed and determination makes the goal of accession to the EU within the reach.

"Today, we are opening a new chapter in our country's development — launching a major investment cycle and deepening our ties with the European market even before formally joining the European family. We are turning our vision of green and smart growth into reality. We are doing this together with our most important strategic partner — the European Union, which is also the largest investor in our country," said Prime Minister Milojko Spajić at the opening of the Conference. The Prime Minister emphasised that Montenegro now ranks among the most dynamic investment destinations in the region. "Projects worth almost three billion euros are currently being implemented — hundreds of kilometres of new motorways and express roads, modernised airports and ports, and clean-energy projects that will bring tangible benefits to every citizen," he added.

The conference was jointly organised by the Government of Montenegro and the European Commission, with the support of the Montenegro Investment Agency, as part of the Accelerating Investments in Montenegro initiative.
