EU–Montenegro Investment Conference 2026

The Prime Minister of Montenegro, Milojko Spajić, and Gert Jan Koopman, the Director-General for Neighbourhood and Enlargement Negotiations in the European Commission, opened the second EU–Montenegro Investment Conference (AIM 2026), which is taking place on 20 and 21 October at the One&Only Portonovi hotel in Herceg Novi, under the slogan ‘From Partnerships to Projects’.

Montenegro has made unprecedented progress in its EU accession process over the past two years, and no candidate country in enlargement history has provisionally closed so many negotiating chapters in such a short period, Koopman said. He stressed that concluding negotiations by the end of this year is not only a realistic goal but also a shared ambition.

According to Koopman, Montenegro’s progress is the result of the joint efforts of the Government and society to achieve the country’s European objective.

“This is the result of the Government’s hard work, but also of a society that is driving the country forward towards the European Union. Political commitment, hard work and key investments have brought Montenegro to the point where it is concluding its EU accession negotiations,” Koopman stressed.

He called on investors to recognise the significance of the current stage of Montenegro’s European integration.

Prime Minister Milojko Spajić recalled that exactly one year ago, Montenegro had sent a clear message to international investors that it was open for business and new investment.

“Today, we are offering you 13 sessions, more than 50 speakers and ten leading investment projects, ready for discussions with investors as early as today. We are also presenting Montenegro’s Investment Promotion Strategy and the InvestConnect platform: a one-stop platform where investors can find verified Montenegrin companies and projects, while our companies can find partners. We are also signing 14 new memoranda,’ the Prime Minister said.

The Prime Minister said that this year’s theme established a clear commitment: ‘From Partnerships to Projects’.

The conference in Herceg Novi focuses on improving the investment climate, strengthening economic cooperation with the European Union and showcasing Montenegro’s strategic development potential.

The conference brings together senior government officials, representatives of European institutions, international financial organisations, leading companies, investment funds and the business community.

The two-day programme includes thematic panel discussions, investment project presentations, and bilateral meetings, focusing on opportunities to attract new investment, improve infrastructure, advance the energy transition, promote digitalisation and innovation, and support sustainable economic development.

The conference will place particular emphasis on presenting ten priority investment projects and establishing concrete partnerships between domestic and international investors.

The Government emphasises that the conference is taking place at a significant stage in Montenegro’s European integration process. It also provides an opportunity to promote the country as a reliable, competitive investment destination, strengthen international cooperation, and link development priorities with concrete investment opportunities.
