EU–MONTENEGRO INVESTMENT CONFERENCE AGENDA

The Accelerating Investment in Montenegro (AIM) project is co-financed by the European Union and the Government of Montenegro and implemented by the Montenegrin Investment Agency (MIA). The EU contribution amount to EUR 1 million and that of the Government of Montenegro is of the same amount.  It supports Montenegro's Smart Specialisation Strategy and promotes high-value-added investment in energy, agri-food, transport and logistics, and ICT through investor outreach, support to local companies and investment-climate reforms. It began with a pilot phase in January 2025, followed by a further implementation phase scheduled to end in December 2026. It is implemented by the consultancy company BT2i.

The Investment Conference

The first AIM Investment Conference, organised under the project in Luštica Bay in October 2025, attracted over 300 participants, including approximately 140 private investors. It launched four Sustainable Investment Partnerships (SIPs): NICER for energy and environmental infrastructure, Farm2Fork for agri-food, Station M for digital investment and innovation, and Green Logistics for transport and logistics. The conference also resulted in ten MoUs and investment declarations, providing a basis for cooperation on specific initiatives within these partnerships.

Building on these commitments and further investor outreach, AIM is developing a pipeline of around 30 investment opportunities, including Flagship Investment Projects (FIPs), at different stages of preparation. Partners with signed MoUs include Alcazar (Luxembourg), Akuo and EDF (France), covering renewable energy and grid modernisation. Other opportunities include agrivoltaics at Plantaže, a major Montenegrin wine and fruit producer, energy storage, district heating in Pljevlja, meat processing, logistics facilities and data centres.

The second conference will take place on 20-21 October 2026 at One&Only, Portonovi under the theme "From Partnerships to Projects: Investing in Montenegro's European Future". It will review progress under the four SIPs and on flagship investment projects. The signing of 14 new MoUs is also planned. The opening ceremony will address Montenegro's investment outlook and feature the launch of InvestConnect, a platform connecting investors with local companies and investment opportunities. The first panel will explore how EU accession reforms are improving the business environment and creating investment opportunities. Four sectoral panels will then bring together relevant ministers, international and local business leaders, and representatives of financing institutions to discuss concrete projects in renewable energy, agri-food, AI and digital infrastructure, and green logistics. The second day will focus on investment financing, technology to improve competitiveness, and opportunities for SMEs and startups.
