Junior Non-Key Expert for EU Public Procurement Rules

The Preparation for Sectoral Operational Programme 2024–2027 Employment and Social Inclusion project (IPA III), implemented by a consortium led by WYG Consulting Ltd., is seeking a Junior Non-Key Expert (JNKE) with solid experience in EU public procurement (PRAG) to support beneficiary institutions in preparing project and tender documentation under OP ESI 2024–2027. 

Key Responsibilities 

• Support assessment of project pipeline readiness and documentation needs.
• Provide inputs for identifying gaps and priority areas for procurement-relatedsupport.
• Contribute to drafting preliminary, institution-specific action plans for projectdocumentation.

Requirements 

• University degree in law, economics, public administration, or a related field.
• Minimum 5 years of relevant professional experience.
• At least 3 years of proven experience preparing or revising PRAG-complianttender dossiers.
• Excellent command of English; knowledge of Montenegrin/BCS is an asset.

Assignment Details 

• Period: August – September 2026
• Working days: 10
