The Union of Municipalities of Montenegro – a Pillar of Support and a Space of Trust

 

For over five decades, the Union of Municipalities of Montenegro has served as a pillar of support and a space of trust, enabling municipalities to grow, improve their policies, and consistently prioritise the needs of citizens. This message was highlighted during the celebration of the association’s 53rd anniversary.

During his address, the Ambassador of the European Union to Montenegro, Johann Sattler, emphasised that local communities are a key pillar of European integration. He underlined their role in implementing reforms and raising standards.

“Municipalities are the level of government closest to the citizens. You are the ones who best understand the challenges people face every day. Without your involvement, there can be no genuine reforms or implementation of European standards,” stated Sattler.

The Ambassador pointed out the tangible progress that Montenegro is making on its European path. He reminded that the chapter on public procurement was closed in June. According to Sattler, five more chapters are planned to be closed by the end of this year.

“This is an opportunity we must not miss. It is now crucial to continue providing strong support for European integration and strengthening democratic dialogue in the country,” stated Sattler.

Sattler also highlighted environmental protection as one of Montenegro’s greatest challenges — but also an opportunity.

“We have launched the major campaign Čuvaj da te čuva, in partnership with the Ministry of Ecology and numerous other organisations. This campaign has proven that results are possible when everyone gets involved,” Sattler said.

As an example of good cooperation and practice, the Ambassador pointed to the clean-up action at the illegal landfill in Ćemovsko Polje.

He called on all municipalities to join the campaign, organise similar actions, and appoint environmental ambassadors. The Ambassador recalled that he had officially addressed all local administrations three months ago — yet only half have responded.

Sattler also drew attention to the frequent occurrence of waste along intercity and rural roads, which negatively affects the country’s tourism image.

“Montenegro is a gem of nature and a renowned tourist destination. We must not allow that image to be tarnished by waste,” Sattler warned.

He also appealed for the resolution of the issue of stray dogs, emphasising that animal welfare is a European value, and encouraged local communities to actively implement the national dog population control programme, with the Delegation of the EU ready to provide support.

Sattler welcomed the opening of EU Info Points in an increasing number of municipalities through the Municipalities for EU project, which provides citizens with access to information about European programmes and opportunities.

During the event, awards for best practices in local governance were presented to the municipalities of Šavnik, Tivat, Budva, and Pljevlja.
