Objective: Social economy and social entrepreneurship Junior Short-Term Expert to be assigned to activity 1.4.1 of the project- Provide expert assistance to the relevant national institutions (Ministry of Labour and Social Welfare) in creating favourable environment for the development of the social economy in Montenegro

Key Tasks:

• Review of the existing legal and institutional framework in Montenegro
• Drafting the proposal of the Law on social entrepreneurship.

Duration: This assignment will span 20 working days, commencing on March 2024 and concluding on November 2024

Deliverables:

• Draft of the Law on social entrepreneurship prepared.

Requirements:

A JNKE is required for the job with the following qualifications and skills.

General requirements

• University degree (where a degree has been awarded on completion of four years study in a university or equivalent institution) in law or ToR related field.
• At least 5 years of working experience, preferably in areas related to labour market and socio-economic development.
• Ability to work systematically, methodically, methodologically, and accurately.
• Good communication, team working and representation skills.
• Advanced computer skills; proficiency in MS Word, Excel, PowerPoint.
• Proficient knowledge of English.

Specific requirement

• At least 3 years of practical experience in drafting legal documents.
• Practical experience in social economy sector

Desirable requirement

• Knowledge of EU SE policy and practices
• Knowledge of the local language. 
• Hands-on experience in working in the above environment.
