On behalf of the European Commission (DG ENEST), Hajde4EU - Regional Technical Assistance on EU Civil Society Support in the Western Balkans and Türkiye is conducting the 2025 assessment of the DG Near Guidelines for EU Support to Civil Society 2021-2027 − and we want to hear from Civil Society Organisations (CSOs) across the Western Balkans and Türkiye.
The assessment measures progress against the Guidelines by comparing the situation in 2025 with the baseline established in 2021 and the reports from 2023 and 2024. The findings will serve as a basis for the European Union’s assessment of progress towards EU membership and will shape future EU support to civil society. The questionnaire is intended for civil society organisations from Montenegro, Albania, Bosnia and Herzegovina, Kosovo*, North Macedonia, Serbia, and Türkiye.
The deadline for completing the questionnaire is Friday 5 June.
A few practical notes:
• Data are available only to the Hajde4EU team for the purposes of analysis and reporting.
• Your responses are processed in accordance with the GDPR (Regulation (EU) 2016/679). For details regarding data processing, please refer to our Privacy Policy.
• Completing the questionnaire takes approximately 30 minutes; the questionnaire is somewhat shorter than the 2024 version, while ensuring the comparability of data with previous years.
• The questionnaire consists of five sections, predominantly featuring closed-ended questions. It is recommended not to interrupt completion of the questionnaire; however, should the need arise, you may save your progress and return later to continue.
• The questionnaire is available in English and all major languages of the Western Balkans and Türkiye.
*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
