Call for tenders for the provision of international consultancy services - Concil of Europe
The Council of Europe is currently implementing the project “Support to the development of the role of the Parliament in consolidating democracy in Morocco”. This project is part of the larger joint program entitled "Support to the national mechanism against torture and to the development of the key role of Parliament in Morocco" (2020-2023) funded by the European Union and implemented by the Council of Europe.
In this context, the Council is looking for expert(s) for the provision of international consultancy services in the areas of intervention : evaluation of public policy, opening of Parliament to civil society, system of petitions and motions, and parliamentary diplomacy on an as needed basis.
This tender procedure is a competitive bidding procedure. In accordance with Rule 1395 of the Secretary General of the Council of Europe on the procurement procedures of the Council of Europe, the Organisation shall invite to tender at least three potential providers for any purchase between €2,000 (or €5,000 for intellectual services) and €55,000 tax exclusive.
This specific tender procedure aims at concluding a framework contract for the provision of deliverables described in the Act of Engagement. The duration of the framework contract will be set for november 6th, 2023.
Interested persons are invited to consult the tender file for the call for tenders to find out about the Tender rules and to submit only by email, to the following address : appui.parlement.maroc@coe.int, the act of engagement duly completed, accompanied by the required supporting documents, listed in the tender file with the following reference in subject : Tender - ADRPCDM(2022)1.
Tenders submitted to another e-mail account will be excluded from the procedure.
The deadline for submitting bids is march 21st, 2022
