The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Nicaragua, Managua works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Nicaraguan government in areas that are part of the EU’s remit.

We offer

The post of Secretary (Local Agent Job Profile) of LA staff providing mainly administrative and accounting tasks, Group III in the Delegation’s Cooperation Section and under the ultimate authority of the Ambassador. Under a fixed-term employment contract of two years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 9 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation Section, providing support, expertise and assistance in the cooperation area.

Following main tasks and duties are currently required:

  • Telephone calls and messages

  • Typing, word processing and document preparation, receiving and filing documents

  • Receiving visitors

  • Managing the agenda of the Head of Section

  • Ensuring logistics (organization and proper functioning of meetings, vehicles, travel arrangements and reservations, secretarial team), preparation of missions.

  • Attending all requested meetings. 

  • Preparation of outgoing mail for the signature of the Head of section, administration and monitoring of emails, faxes, photocopying of documents.

  • Prepare and distribute meeting minutes, ensuring accurate documentation of key discussions, decisions, and action items. 

  • Receive from the unit secretariat and route incoming correspondence, finalize and transmit outgoing correspondence, prepare / copy documents for transmission.

  • Create files (including project files) and retrieve documents making sure that they are filed and secured in accordance with the regulations in force.

  • Contribute to administrative quality checks on files for signature.

  • Provide administrative and logistical support for the end-to-end organization of internal and external events such as meetings, workshops, conferences and public events ensuring smooth coordination and delivery."

  • Supporting task managers in the Cooperation Section in the preparation, follow up and quality control of the documents needed for project management throughout the project cycle in Commission systems. 

  • Any other relevant task in accordance with the assignment

The base salary will depend on relevant and verified employment experience, typically starting from NIO 37,858.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 15/08/2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • A copy of High School Diploma, studies on Management Secretarial or relevant experience on the post.
  • Minimum of 3 years of experience in performing the above-mentioned tasks. 
  • Fluency English at level B1 minimum, both oral and writing. 
  • Residence and work permit in Nicaragua duly valid.
  • Good standing as citizen/resident report.
  • Medical fitness certification to carry out the tasks assigned.
  • Reference Letter(s) of previous employer(s).

Assets/selection criteria (basis for awarding points to select the best applicant)

  • A copy of High School Diploma, studies on Management Secretarial or relevant experience on the post.

  • Fluency English at level B2 minimum, both oral and writing. 
  • Residence and work permit in Nicaragua duly valid.
  • Good standing as citizen/resident report.
  • Medical fitness certification to carry out the tasks assigned.
  • Reference Letter(s) of previous employer(s).
  • Experience with the EU delegation or other donors in Nicaragua.
  • Knowledge of EU applications, systems and procedures
  • Excellent computer skills (Word, Excel, PowerPoint, Outlook and other software).
  • Team player, pro-active and flexible.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates-based assessment of the information provided in the cover letter, CV, practical testing and interviews, (at least 2, better 3) best candidates will be invited to the final interview, test, presentation or whatever final phase is most suitable.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
