[Completed] Strengthening of institutional capacities for the implementation of a creative economy approach for development in Panama

The promotion of cultural and creative industries plays an important role both in our domestic policies and in the EU's international cooperation. The cultural and creative economy - as a productive sector - has a particularly high potential for growth, and can create important opportunities for employment and entrepreneurship. This is particularly relevant in the context of the COVID-19 pandemic, which has negatively affected the cultural and creative sector.

On the other hand, culture and the arts strengthen social cohesion and peace because they empower people to express themselves, share opinions and ideas, and make their voices heard by others. They thus contribute directly to consolidating and enriching our democratic societies. Protecting our cultural heritages strengthens our identity and our knowledge of who we are, of what distinguishes our community from other communities, and of what unites us all as human beings. Intercultural dialogue - be it at the local, national, regional or global level - allows us to promote peace, celebrating diversity, and fostering tolerance and curiosity towards what is different.

Panama's progress in cultural policies, such as the development of the National Cultural Diplomacy Strategy in 2017 and the creation of the Ministry of Culture were instrumental in Panama's election along with 11 other countries to receive EU and UNESCO assistance to strengthen its creative industries.

 

 

General objective: Foster the creative economy and cultural governance to establish a programmatic and regulatory body within the Ministry of Culture for the implementation of the “CREA en Panama 2030” program.

Specific objectives:

  • Implement the National Creative Economy Strategy “CREA in Panama 2030” to position the creative economy as a pillar of the country's economic and cultural development in line with the 2030 Agenda for Sustainable Development.
  • Build a participatory system for the creation of public policies that benefit the cultural sector, hard hit by the coronavirus crisis, developing regulatory frameworks for the strengthening of Panamanian creative and cultural industries.
  • Strengthen institutional capacities for the implementation of the creative economy strategy for sustainable development, especially the newly created National Directorate of Creative Economy and Cultural Tourism of the Ministry of Culture, with a gender focus and articulation with the future National Culture Plan.

Results: On May 21, 2020, International Day of Cultural Diversity for Dialogue and Development, Panama presented the National Strategic Program of Creative Economy for Sustainable Development “CREA in Panama 2030”. The program envisions the constitution of a robust and modern system of governance in the field of culture, conducive to transparency, efficiency and aligned with the Sustainable Development Goals of the United Nations 2030 Agenda. The program was also presented on various occasions, such as the fifth edition of TRAMA 2020 on Friday, July 24, 2020, a virtual meeting for the exchange of experiences in the Panamanian creative economy.

On December 15, 2020, representatives of some 30 foundations and cultural organizations, representatives of authorities, UNESCO and the EU Delegation met in the virtual meeting “Civil society, governance of culture and creative economy in Panama”, as part of the activities promoted by the National Creative Economy Strategy “CREA in Panama 2030”. A similar dynamic took place on May 25, 2021 in “Creative Economies of the South: Instruments for social inclusion in Panama and Chile”.
