Cultural and interpersonal exchanges
Unity in diversity
Cultural diversity is one of the emblems of the European Union and its 27 Member States. That is why, since 2000, the official motto of the EU has been “United in Diversity”. In turn, Panama has a great cultural richness.
Culture is crucial to strengthen relations beyond European borders, thus connecting people from Panama and Europe to share values, learn from each other and exchange views and experiences. The EU promotes different cultural activities throughout the year, in addition to implementing projects in Panama and offering opportunities globally.
On the other hand, addressing global challenges such as climate change, health, poverty eradication or the achievement of the Sustainable Development Goals (SDGs) requires collective action, based on common values and multilateralism. Hence, the EU works closely with civil society organisations, the private sector, universities, the media, groups such as women and youth, etc.
The cultural relations and public diplomacy initiatives of the Delegation of the European Union in Panama constitute a long-term commitment to the country's citizens and potential partners, to build trust and mutual understanding and, in so doing, facilitate future cooperation to address common challenges and improve international relations.
Annual initiatives
Women's Day Jazz Night
To mark the International Women's Day on 8 March, we celebrate the achievements, resilience and talents of all women: from diplomats and professionals, to women working at home and migrant women going through difficult situations in search of a better future for their families.
In the company of more than 50 exceptional women, from the fields of administration, business, culture, science, the diplomatic corps, media and academia, we exchanged on women's inclusion and made new friendships, but also danced, sang and felt empowered.
In 2025, Aphrodisiac delighted us in a Caribbean Music Night with an environmental focus. In 2024, the second Jazz Night featured a magnificent performance by the Jazz Lady Idania Dowman and her band The Emotions. In 2023, Las Hijas del Jazz starred at the concert.

European Film Week
Every May, the European Film Week in Panama brings to the Panamanian film-loving public, completely free of charge, a selection of European film productions, which are not usually shown in commercial theatres in Panama but have won several awards and reflect the cultural diversity of the EU.
In 2024, the screenings took place at the Espacio EUROPA and the University Cinema of the University of Panama, and focused on the theme of youth and childhood through the powerful and emotional impact of a total of 15 films from different EU Member States and Ukraine. In addition, the short films of the Euro CineLab 2024 competition were presented.
In 2023, the theme of migration was addressed at the Canal Museum and the University Cinema. In 2022, the first European Film Week took place at the Canal Museum.

Christmas Concert
In December 2024, for the third consecutive year, we enjoyed European and Panamanian Christmas carols by the more than 100 young talents of the Network of Youth Orchestras and Choirs of Panama. Check the complete programme here.
This annual event, held by the EU Delegation in collaboration with the Ministry of Culture of Panama and the United Nations Development Program (UNDP), promotes the integral development of students and reaffirms our commitment to culture, education and positive exchange in Panama.
The Christmas Concert, usually held at the Parroquia Nuestra Señora Del Carmen (Via España), also reminds us of our shared values of Christianity.
Europe Day
Every 9 May, the Delegation of the European Union in Panama and its Member States mark Europe Day, recalling the historic Schuman Declaration that began what is now the European Union, through economic cooperation that would make a repetition of the wars of the 20th century inconceivable. Since then, the Union has delivered more than half a century of peace, stability and prosperity. What began as a purely economic union has grown into an organisation covering many different policy areas: from climate, environment and health to external relations and security, justice and migration.
On 11 and 12 May 2024, EUROPE Space (Spanish: Espacio EUROPA) focused on exploring green, digital and social issues, as well as highlighting diversity and cultural exchanges. Through a rich program of panel discussions, workshops, exhibitions, films, language classes, virtual reality, multimedia Copernicus and more, EUROPE Space positioned itself as the meeting point for culture, technology, environment and social inclusion. More than 1,000 people learned about the cooperation between the European Union and Panama and the region, as well as the rich and diverse cultural heritage.
In 2023, the EU inaugurated in the Biomuseum a touring exhibition "Copernicus: a look from space on Europe and Panama". In 2021, different activities made up the Europe Month.
Youth
European Union Youth Sounding Board in Panama

UE en Panamá
The Youth Sounding Board (Spanish: Altavoz Juvenil) emerges as part of the European Union's commitment to youth participation, in accordance with the Youth Action Plan (2021). Its purpose is to strengthen the voice, empowerment and connection of youth for the development of more inclusive, democratic and sustainable societies. Currently, 11 youth organisations participate in this space for consultation, advice and interaction between Panamanian youth and the EU Delegation to ensure that the voices of young people are heard and taken into account in decision-making and in the design and implementation of activities.
Among the activities carried out were several meetings, recommendations for the European Union Youth Action Plan, representation of the AJ in the Global Gateway High-Level Youth Event that took place in Brussels, collaboration in the design of activities of the EU Delegation, etc.
Team Europe Youth

UE en Panamá
Team Europe Youth is an innovative initiative that seeks to create a network of young Europeans who are working in European institutions in Panama, such as embassies, cultural centres or chambers of commerce, or in international organisations, such as UN agencies. Its objective is to provide networking opportunities among young people, as well as joint participation in various socio-cultural events.
Activities included visits to the EU Delegation and the DG ECHO Regional Office in the City of Knowledge, participation in the Italian Cuisine Week in Panama, visits to the Alliance Française, the Cultural Center of Spain, the Canal Museum, the Museum of Contemporary Art, the Ministry of Foreign Affairs, and sessions on job opportunities in the EU and on the work of EASA in the LAC region. Several of these meetings were held in conjunction with Youth Sounding Board, thus fostering cultural and interpersonal relations between Panamanian and European youth.
Educational and interpersonal exchanges
The European Union offers Panama different opportunities to establish interpersonal ties. In the area of mobility of credits during the bachelor's degree, complete master's degrees or capacity building projects, there are scholarships from the Erasmus+ programe. At the research level, there are different modalities of the Horizon Europe programe. The different EU Member States also provide their own scholarships for study, volunteering or other types of exchange.
Other global programs of the European Union focus on specific groups, including professionals in the cultural sector through the Global Cultural Relations Programme, journalists through media visits to Brussels, or political and opinion leaders through the EU Visitors Programme. Moreover, the European Union regularly conducts political and technical dialogues on different topics, such as the EU-LAC Digital Alliance or within the framework of different cooperation projects.
Projects in the area of culture
Colonial routes, natural crossroads
Samuel Valdés
The project Colonial Routes, Natural Crossroads was launched in December 2024 with the aim of promoting intercultural dialogue and environmental and economic sustainability through cultural heritage, in close collaboration with all stakeholders.
The project not only seeks to support Panama in its important work to protect, recognise and promote the Colonial Transisthmian Route, but also aims to initiate for the first time a reflection on the remarkable contribution of the Camino de Cruces and the Camino Real to relations between Panama, Europe and the world.
The three phases of the project include:
- The establishment of a network of cultural heritage professionals from Europe, Panama and Latin America;
- The drafting of a guidebook on the Colonial Transisthmian Route; and
- The organisation of a final conference.
The project promotes knowledge-sharing, awareness-raising and community-building actions, inspiring visits to the sites that make up the Colonial Transisthmian Route, as well as reflection on issues related to memory and identity.
Strengthening institutional capacities for the implementation of a creative economy approach to development in Panama

UNESCO
Between 2020 and 2022, the EU and UNESCO provided technical assistance to Panama with the objective of fostering the creative economy and cultural governance through:
- National Creative Economy Strategy “CREA in Panama 2030” to position the creative economy as a pillar of the country's economic and cultural development in line with the 2030 Agenda for Sustainable Development.
- Development of institutional capacities for the implementation of the creative economy strategy for sustainable development, especially the recently created National Directorate of Creative Economy and Cultural Tourism of the Ministry of Culture, with a gender approach and articulation with the future National Culture Plan.
Guest of honour at the Panama Book Fair
With approximately 100,000 visitors each year, the Panama International Book Fair (FILP) is the country's largest cultural event. In 2022, the European Union was the Guest of Honour, featuring an emblematic stand inspired by nature and a successful and intense program of 56 cultural activities around the themes of European culture, youth and climate change. The FILP was also an excellent opportunity to inform the public about the EU itself and its projects in Panama.
The EU cultural program included book presentations by award-winning European authors, a European Poetry Gala, language flash classes, screening of the Ukrainian film 'My thoughts are silent', readings of traditional European tales, exhibitions, conferences and round tables on press freedom, biodiversity, climate change, 'What is the EU' and Erasmus+. The Solidarity Wall for Ukraine, which collected more than 1000 messages, and the Climate Mural, based on collective intelligence and creativity, were very well received by the participants.
