Who We Are?

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs among others through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Kingdom of Saudi Arabia, Sultanate of Oman and the Kingdom of Bahrain in areas that are part of the EU’s remit. The EU Delegation to the Kingdom of Saudi Arabia works in close coordination with the Embassies and Consulates of the 27 EU Member States.

What We Offer 

The post of Strategic Communication Officer, Group I in the Delegation’s Political, Press and Information section, under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities, and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 8 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed tasks depending on the needs of the EU Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the EU Delegation’s Head of Political, Press and Information Section, providing support, expertise and assistance in the field of communications, press and online presence.

The following main tasks and duties are currently required:

  • Assist the Delegation in conducting information, communication and media activities to improve the visibility of and knowledge about the EU in the Kingdom of Saudi Arabia, Sultanate of Oman, and Kingdom of Bahrain, including speech-writing.
  • Contribute to the drafting and implementation of the Delegation's social media strategy.
  • Assist in drafting and disseminating proactive messaging aligned with the Delegation’s and EEAS Headquarters’ communication strategies.
  • Analyze the trends and developments in the information environment in the Kingdom of Saudi Arabia, Sultanate of Oman, and Kingdom of Bahrain, including emerging narratives and Foreign Information Manipulation and Interference (FIMI).
  • Provide recommendations for improving the understanding of the EU and its policies based on using fact-based information and proactive communication.
  • Design, implement, and coordinate campaigns, local outreach events, and communications projects on specific issues and priorities, including media information relations towards the EU and its partnership with the Kingdom of Saudi Arabia, Sultanate of Oman and Kingdom of Bahrain.
  • Perform other tasks as designated by Head of Delegation and the Head of the Political Press and Information Section and the Head of the Delegation; co-operate closely with the other Press and Information Officer.
  • Provide occasional support and act as a backup for the Press and Information Officer.
  • Contribute to political reporting.

The base salary will depend on relevant and verified employment experience, typically starting from 20,473 SAR monthly.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be 01 January 2027.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University degree in a field relevant to the position (political science, communication, international relations, media, journalism, public relations or related field.
  • Minimum 5 years of professional experience in a relevant field (media, online publishing, public relations, communication, events or similar). Professional experience must be acquired after the date on which the qualification allowing access to the post was obtained.
  • Excellent knowledge of Arabic and English.
  • Right to reside and work in Saudi Arabia.
  • Good standing as citizen/resident.
  • Medical fitness to carry out the tasks assigned.

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Postgraduate degree in political science, communication, international relations, media, journalism, public relations or related field.
  • Experience in a diplomatic mission, a development agency or in a multi-cultural international setting. 
  • Experience working with European Union policies and procedures. 
  • Knowledge of the European Union. 
  • Experience of working in political analysis and communication including:
  • Experience in social media communication, including drafting social media content and overseeing an online community of the EU Delegation’s social media platforms, including:
  • Drafting social media posts
  • Experience of working with social media analytics. 
  • Experience in public speaking.
  • Contributing to small-scale social media campaigns.
  • Knowledge of graphic and audio-visual tools.

The process

After the deadline for applications, eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV, practical testing and interviews. The 3 best candidates will be invited to interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
