The interventions of the EU and its Member States in Senegal are guided by the Sustainable Development Goals (SDGs) of the 2030 agenda, the Paris Agreement and the Agenda Ababa Action Plan, the Global Strategy for Foreign and Security Policy and the New European Consensus. They are also in line with the Joint Communication towards a global strategy with Africa.

The joint EU-Senegal strategy falls within this framework and supports and strengthens a multidimensional partnership. Its ambition is to support Senegal's emergence, strengthen the country's stability and support its economic and social recovery efforts following the COVID19 crisis. The joint strategy also takes into account the events that have taken place in the country since March 2021, which have demonstrated strong economic and social frustrations of the population and especially young people, linked to the negative impacts of the COVID19 crisis but also to deeper structural challenges such as the inequality, job insecurity and income, as well as the limited prospects for young people. oint European programming is not intended to meet all of Senegal's needs. The EU and its Member States coordinate their actions with those of the other technical and financial partners present in Senegal.
