VACANCY ANNOUNCEMENT

Directorate General for European Civil Protection and Humanitarian Aid Operations of the European Commission (ECHO), funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nation agencies, the Red Cross/Crescent movement and non­governmental organizations (NGOs). Aid is channeled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation.

The ECHO Syria is seeking to recruit ONE National Staff to be based in Damascus for the following positions:

Programme Assistant

Reference: PA 2023-10

The candidate for this position needs to demonstrate the following criteria:

  • Proof of higher education. University degree from a recognized university preferably in International Relations / Political Science / Economics & Development studies is an advantage.
  • Minimum Five years of relevant experience at national or international level in supporting programme/project for humanitarian operations, preferable including at least two years of experience with an NGO's, donor or national/international organization;
  • Ability to travel on regular project monitoring visits or to respond to an emergency in an unsecure setting, when needed;
  • Ability and willingness to work in a multi-cultural environment;
  • Good knowledge of Programme Cycle Management (PCM) or experience in project management and monitoring and evaluation
  • Ability to work in the field with implementing partners and to communicate with beneficiaries.
  • Ability to work under pressure, autonomy, initiative, and to set-up priorities.
  • Extensive knowledge and professional experience in Syria .
  • Proficiency in Computer application (Word, Excel, Access, Outlook);
  • Good knowledge of any other European languages is an asset;
  • Proficiency in Arabic and English and ability to communicate and draft reports in both languages;

As a part of a small but dynamic team, the Assistant will carry out activities such as:

  • Situation analysis and assessments related to humanitarian and disaster risk reduction issues
  • Analysis of DG ECHO-partners’ project proposals, interim and final reports
  • Monitoring, evaluation and coordination of ECHO-funded projects
  • Plan and conduct field monitoring missions regularly
  • Assisting in all programme related activities of DG ECHO
  • Liaising with partners in an advisory capacity, local authority and institutions
  • Actively participate in meetings

This is a local position opened to nationals and other residents of Syria with valid work and residence permits. The contract is initially for one year with the possibility of renewal subject to a 3 months’ probationary period.
