€ 1.725 Million EU Support To Turkey For Enhancing The Accounting Standards of The Public Sector

 

The Visibility Conference of the EU-supported project "Technical Assistance for Enhanced Capacity for Public Sector Accounting Standards (PSAS)" took place in Ankara with the participation of Head of EU Delegation to Turkey, Ambassador Nikolaus Meyer-Landrut and Mr. Yunus Elitaş, Deputy Minister of Treasury and Finance.

 

At the event, Ambassador Nikolaus Meyer-Landrut said: "A sound system of managerial accountability requires a balance between transparency and independence of public institutions and administrative and managerial performance. In this regard, the European Union encourages Turkey to make additional progress in the areas of accountability and transparency, both of which lead to better provision of public services and growth.”

 

What is the scope of the project?

 

This project has a total budget of € 1.725.000. It encompasses three main dimensions: 1) reviewing the existing legal framework of PSAS and revising its principles accordingly, and in line with European and International standards; 2) strengthening public officials' capacity to implement PSAS; and 3) increasing awareness on PSAS principles among public officials.  It will help Turkey to improve its public accounting system and government financial statistics, contributing to improve transparency and accountability of the government financial management system.

 

About Public Sector Accounting Standards (PSAS)

 

Sound public financial management systems and structures are critical to ensure democratic governance, macro-economic stability and efficient use of available resources for effective service delivery. States are effective and accountable when they are underpinned by good public finance management institutions and systems. The application of Public Sector Accounting Standards (PSAS) based on European and International standards contributes to improve the quality and reliability of public sector financial reporting by public institutions, leading to better informed decisions about resource utilization by policy-makers, increasing transparency and accountability.
