€22 million from the EU to strengthen Kyiv’s heating system

This winter, Russia repeatedly attacked Kyiv’s heating network, one of the largest in Europe, leaving thousands of homes, schools, and hospitals without heat as temperatures dropped to –20°C.

Spring is here, but preparation for the next winter must start now. The EU-backed E5P fund, managed by the EBRD, has approved a €20 million emergency grant to support EBRD financing towards containerised cogeneration units with around 120 MW of combined capacity.

This intervention is part of the EU’s "Repair, Rebuild, Restart" initiative, a €920 million package to secure Ukraine's power grid through the 2026–2027 winter.

Individual units will be spread across Kyiv to keep the system running during national grid outages.

Once operational, the intervention is estimated to benefit:

  •  1,000,000+ residents, including 100,000+ displaced persons
  •  264 educational institutions
  •  30+ healthcare facilities

An additional €2.07 million technical assistance grant will fund a medium-term district heating master plan for Kyiv, covering distributed cogeneration and future renewable energy integration.
