Cluster 1, “Fundamentals”, has been officially opened – but what does it mean?

Cluster 1 lies at the heart of the accession process. It covers the functioning of democratic institutions, public administration reform, economic criteria: judiciary and fundamental rights, justice, freedom and security, public procurement, statistics and financial control. With negotiations now formally launched in these key areas, Ukraine and the EU can begin work on reforms that underpin the entire accession process, marking a crucial step forward on Ukraine’s path toward EU membership.

European Commissioner for Enlargement Marta Kos expects the remaining five clusters to be opened in July as part of Ukraine’s accession negotiations.
