Call for long term experts to support Technical secretariat of the Advisory Group of the State Agency for Reconstruction and Development of Infrastructure (SARDI)
The European Union, together with Denmark, Germany, France and Lithuania, implementing the EU4Reconstruction Team Europe Initiative that unites the strength, experience and solidarity of Europe to support Ukraine’s ongoing recovery and reconstruction. Running from 1 July 2025 to 30 June 2028, the EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development (MCTD), strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), and empower local governments to manage reconstruction professionally and sustainably. Civil society and independent media will play an active role in oversight, ensuring public trust and reducing corruption risks.
The EU4Reconstruction programme will be implemented by 2 Working streams – (1) Germany and France and (2) Denmark and Lithuania. Central project management agency (CPMA) is in charge with implementation of the components, assigned to the responsibility of Lithuania. CPMA is EU Member State pillar-assessed agency established in 2003 (Vilnius, Lithuania).
Lithuania, in particular, will be support SARDI by:

building the Project management group capacity to operate as a transparent, efficient, and EU-compliant institution, effectively developing and implementing projects, financed by International Financial institutions

providing technical support for operationalisation and functioning of the SARDI Advisory Group
The Advisory Group of the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI AG) is established to provide high-level strategic, technical, and operational advice to SARDI. The Advisory Group aims to enhance SARDI’s capacity to implement municipal projects, strengthen institutional governance, and support regional infrastructure development in line with international best practices and Ukraine’s Public Investment Management (PIM) framework.
The Secretariat of the Advisory Group serves as the administrative and coordination body responsible for ensuring the efficient functioning of the Group. It facilitates communication, organizes meetings, supports documentation, and ensures the timely implementation of recommendations. Specifically, the Secretariat will:
- Coordinate the activities of the Advisory Group.
- Organize and facilitate meetings, ensuring proper documentation and follow-ups.
- Maintain communication between Advisory Group members, SARDI leadership, and stakeholders.
- Track the implementation of recommendations and provide regular updates.
- Ensure alignment with the Public Investment Management (PIM) framework and related policies.
- Support the coordination and development of analytical and policy proposals prepared by international advisors of the AG and local experts engaged through the Centers of Expertise that SARDI plans to establish under its emerging role in PIM. This includes the ongoing pilot of the Center of Expertise for Water Projects, tasked with improving project assessment and contributing to the development of the DREAM system.
EXPERT PROFILE OR EXPERTISE REQUIRED

experience in drafting governance and operational documents for councils, committees, or multi-stakeholder bodies.

Knowledge in institutional mandate-setting, governance structures, and procedural rules.

Experience in policy or institutional analysis and preparation of background briefs.

Practical experience in organizing multi-stakeholder meetings and facilitating consensus.

Ability to monitor, evaluate, and report on advisory body recommendations.

Familiarity with participatory governance approaches and advisory council best practices.

Understanding of sectoral policies relevant to SARDI and public investment.

Strong written communication skills, including preparation of high-quality reports, briefs, and presentations tailored to diverse audiences.

Strong organizational and planning skills, with the ability to manage multiple tasks, coordinate expert inputs, and support reporting cycles.

Effective coordination and teamwork abilities, with experience liaising with internal and external stakeholders, supporting information flows, and contributing to knowledge sharing.

Ability to consolidate and present complex information in a user-friendly and policy-relevant format.

Ability to work proactively, independently, and collaboratively in a multi-stakeholder environment.

Basic knowledge of the institutional frameworks of EU integration processes and of the Ukrainian context in relation to Ukraine’s EU accession.

Basic knowledge of the institutional frameworks and legal framework of Public investment management and Reconstruction and recovery planning

Experience in working with or within national / subnational government institutions, particularly those involved Public investment management system or international technical assistance projects, prior engagement with EU or donor-funded projects would be a strong advantage.

Experience interacting with a wide range of stakeholders, including government bodies, public institutions, embassies and civil society organisations. would be a strong advantage

Proficiency in Ukrainian and English (written and spoken)
