Civil Network OPORA is announcing a tender for consultancy services to assist in the preparation of community security audits

This call is part of the project “Advancing Democratic Integrity and Governance in Ukraine,” implemented by Civil Network OPORA with the support of the European Union. OPORA is an organization with recognized expertise in election observation, democratic reforms, and analytics.

Following the selection process, consultants will be chosen to monitor 20 communities (hromadas) across ten regions of Ukraine: Dnipropetrovsk, Odesa, Sumy, Chernihiv, Kyiv, Zaporizhzhia, Kharkiv, Mykolaiv, Kherson, and Donetsk.

Successful candidates are expected to:

  • Planning and implementation of monitoring activities in the selected region of Ukraine;
  • Data and information collection for research (submitting requests to authorities, conducting observations, OSINT/open-source research, performing in-depth interviews, etc.);
  • Writing analytical reports;
  • Communication with the media, government authorities, and other stakeholders.

Requirements for applicants:

  • Proven experience in conducting socio-political monitoring;
  • Experience in writing analytical and informational materials;
  • Proficiency in collecting and analyzing information, including from open sources;
  • In-depth knowledge of the political situation in the selected regions;
  • Systemic thinking and strict adherence to deadlines;
  • Non-partisanship, political neutrality, and a positive professional reputation;
  • No involvement in the activities of political parties or candidates for the past 5 years.

To provide these services, Individual Entrepreneurs (FOPs) must have the necessary business activity codes (KVEDs), specifically 63.99, 70.21, and 70.22.

Engagement period: June–July 2026.

Previous experience working with non-governmental organizations (NGOs) and OPORA will be considered an advantage.

The successful candidate will be selected based on an evaluation of their professional experience and core competencies.
