Closing loopholes: Council lists individuals and entities for circumventing EU sanctions

Today the Council adopted additional restrictive measures against three individuals and nine entities involved in the import of sanctioned goods to Russia, and in the circumvention of EU sanctions related to oil and financial transactions.

“Circumventing EU sanctions is akin to aiding and abetting Russia’s illegal war of aggression. Today we are taking further action against individuals and companies who are doing this. Sanctions have already denied Moscow over one trillion euro, but they can be even more effective when we fully enforce them. We will continue to make it harder and more expensive for Russia to continue its war.”

— Kaja Kallas, High Representative for Foreign Affairs and Security Policy and chair of the Foreign Affairs Council

Today’s listings include MOVERS GROUP LLC - a cargo delivery company based in Russia and involved in the parallel import of goods subject to EU restrictive measures to Russia as well as its General Director Dmitry Chudovsky.

Similarly, the Council is listing LLC DT INIER and its majority shareholder Ivanna Savchuk. LLC DT INIER is a licensed Russian customs broker and full-cycle logistics operator involved in decentralised sanctions circumvention schemes, like other entities listed today: BEGLER TEKSTIL INSAAT ELEKTRONIK VE DIS TICARET LTD and MEDSE GROUP LLC. These are both trade companies based in Türkiye but operating a global network.

Furthermore, the EU is sanctioning United Stream LLC and its founder and director, Svetlana Gumenyuk. United Stream is a financial services company registered in the Russian Federation that acts as a payment agent and intermediary, likewise facilitating the import of EU goods subject to restrictive measures.

Lastly, the Council is targeting the circumvention of oil related EU sanctions, by imposing sanctions on entities based in the United Arab Emirates, India and the Seychelles. These listings include DIS Logistics DMCC, Vigor Marine Services LLP and SHIVA SHIPPING LTD. which are all part of the shadow fleet ecosystem, as well as  HURUS TRADE FZE - a trading intermediary supplying Russian-origin crude oil to India.

Today’s listings were adopted under the EU's restrictive measures framework targeting actions undermining or threatening Ukraine’s territorial integrity, sovereignty and independence. Those listed under this sanctions regime are subject to an asset freeze and the provision of funds or economic resources, directly or indirectly, to them or for their benefit is prohibited. Additionally, a travel ban to the EU applies to the natural persons listed.

The relevant legal acts have been published in the Official Journal of the European Union.
