BACKGROUND

The European Union, together with Denmark, Germany, France and Lithuania, implementing the EU4Reconstruction Team Europe Initiative that unites the strength, experience and solidarity of Europe to support Ukraine’s ongoing recovery and reconstruction.  Running from 1 July 2025 to 30 June 2028, the EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development (MCTD), strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), and empower local governments to manage reconstruction professionally and sustainably. Civil society and independent media will play an active role in oversight, ensuring public trust and reducing corruption risks.

Lithuania in particular, will support SARDI by building the Project management group capacity to operate as a transparent, efficient, and EU-compliant institution, effectively developing and implementing projects, financed by International Financial institutions. The State Enterprise PMG is one of key structure under the supervision of SARDI. Historically, this enterprise has played a central role in implementing projects financed by international financial institutions and mainly in road sector. It is foreseen that the enterprise will go beyond the road sector and will be staffed with sectoral experts in new areas: civil construction, water management, and critical energy infrastructure.

CPMA will support PMG aiming to:

  • ensure rapid, transparent, and efficient procurement processes and project delivery mechanisms within the current mandate for projects financed by International Financial Institutions (IFIs).
  • adapt Project Management Group (PMG) processes, structures, and competencies to reflect the expanded SARDI mandate and ensure coherence with the roles of other SARDI entities.
  • design and develop practical tools, operational guidelines, and methodological frameworks that sustain and continuously improve organizational competence and institutional learning.
  • provide capacity building and technical support through diverse modalities, including formal and on-the-job training, specialized consultancy, and methodological assistance to enhance institutional performance and project implementation quality.

Expertise required

CPMA is implementing the activity "Development of capacity of the State Enterprise Project Management Group in management of infrastructure projects" and looking for Procurement Experts in the projects, financed by International Financing Institutions (IFI procurement).

Requirements to experts:

Minimum 5 years of direct experience with IFI-funded procurement, including projects financed by organizations such as the European Bank for Reconstruction and Development, European Investment Bank, World Bank, or similar institutions, including:

  • Preparation and implementation of Procurement Plans;
  • Preparation of bidding documents and tender dossiers;
  • Conducting international competitive procurement procedures;
  • Evaluation of bids/proposals and preparation of evaluation reports;
  • Contract award procedures and contract management;
  • Handling procurement compliance and audit issues.

Strong knowledge of IFI procurement policies and procedures, particularly those of:

  • European Bank for Reconstruction and Development
  • European Investment Bank
  • other IFIs (e.g., World Bank).
  • EU procurement principles and directives.
  • Ukrainian public procurement legislation, including the Law of Ukraine ‘On Public Procurement’, is highly desirable.

Proved technical competencies and skills needed to:

  • Prepare technical specifications, terms of reference, and procurement strategies.
  • Draft and review procurement documentation in line with IFI requirements.
  • Manage procurement for works and consulting services.
  • Conduct procurement risk assessments and mitigation measures.
  • Ensure transparency, fairness, and compliance with IFI procurement policies.
  • Coordinate with project implementation units, lenders, and auditors.

Language Skills:

  • Fluency in English (written and spoken) required for communication with IFIs and preparation of procurement documentation.
  • Fluency in Ukrainian required.

Professional Certifications (desirable):

  • Professional certification in procurement or project management, such as CIPS,
  • PRINCE2, PMI/PMBOK, or equivalent procurement certification

General competencies:

  • Strong analytical and documents drafting skills.
  • High level of integrity and commitment to anti-corruption and compliance standards.
  • Ability to work with multidisciplinary project teams and international stakeholders.
  • Experience supporting project implementation units (PIUs) or government project entities.

Education:

  • Advanced university degree (Master’s or equivalent) in law, public procurement, economics, engineering, business administration, public administration, or a related field.
